Reporting to the Pharmacare Manager, this position is responsible for leading and coordinating the effective and efficient delivery of Pharmacare programs, ensuring compliance with policies and regulations while leading a team to optimize patient care. The incumbent provides support and advice to the Pharmacare Manager on the overall planning and policy direction of PEI Pharmacare and leads the team in implementing Pharmacare programs, policies, and initiatives. The incumbent is responsible for supervising staff, providing guidance, training, and support, and making key decisions to enhance service quality and operational effectiveness. Additionally, this role offers high-quality advice and assistance to support the ongoing operations of Pharmacare and serves as a point of contact between Pharmacare staff and members of the Pharmaceutical Services and Department of Health and Wellness leadership groups.

Duties will include but are not limited to:

Supervise and provide leadership to pharmacy technicians, and all non-regulated Pharmacare staff.
Assess and evaluate the effectiveness of Pharmacare operations and processes and propose changes when needed. Develop and implement strategies to optimize resource supervision and improve operational efficiency.
Promote and facilitate evidence-based decision-making and provide advice and guidance to staff on the review of program applications, Special Authorization Requests, and requests for information.
Lead and coordinate the delivery of Pharmacare programs.
Provides expertise in pharmaceutical clinical knowledge and experience.
Assess formulary prioritization, drug funding decisions, and reimbursement strategies from both clinical and financial perspectives. Manage the evolving Pharmacare formulary, making recommendations for drug additions, reimbursement criteria, or delisting, while continuously monitoring medication-related reimbursement strategies.
Analyze and synthesize information on best practices, evidence, and policy to provide recommendations to the leadership of Pharmaceutical Services and the Department of Health and Wellness regarding Pharmacare operations, initiatives, and strategies.
Lead the review of program enrollment requests and processes and communication of enrollment requests to patients and healthcare providers.
Participate in drafting and developing policies, procedures and legislation related to PEI Pharmacare.
Respond to requests for information regarding Pharmacare related programs and activities from the public, patients, healthcare providers, IT, pharmaceutical companies, federal/provincial/territorial governments, private insurance industry and other stakeholders.
Lead and participate in pharmacy claims audits, ensuring proper documentation is provided for submitted claims. Evaluate the accuracy of reimbursement claims to ensure they align with Pharmacare’s reimbursement criteria, policies, guidelines, and formulary requirements. Maintain detailed records of audited claims, including findings, corrective actions, and communication with community pharmacies.
Participate in the review, assessment, maintenance, addition and deletion of products listed in the Maximum Reimbursable Price (MRP) list. Provide advice and guidance to staff on reviewing pharmaceutical companies’ submissions for MRP list inclusion and ensure clear communication with the companies.
Represent PEI Pharmacare and participate in various F/P/T, Atlantic and/or provincial pharmaceutical committees, strategies and initiatives and ensure effective linkages with various Department of Health and Wellness staff, health professionals and professional organizations.
Participate as a member of the leadership team within the Pharmaceutical Services division of the Department of Health and Wellness.
Provide leadership, quality advice, planning, implementation and evaluation support for consistent application of services within PEI Pharmacare.
Other duties as required.
Minimum Qualifications:

Successful completion of a Baccalaureate degree in Pharmacy or Entry Level PharmD.
Must be eligible for licensure as a pharmacist with the Prince Edward Island College of Pharmacy and obtain licensure prior to employment.
Considerable leadership/management experience including supervision, operations planning and program development.
Considerable experience in developing, planning and implementing policies, programs, and projects is required.
Considerable experience building effective working relationships with stakeholders.
Must have demonstrated considerable leadership, organization and problem-solving skills and superior attention to details and accuracy.
Excellent communication and interpersonal skills are required, both written and oral.
Ability to self-direct and work independently with minimal supervision is required.
Familiarity with the application of clinical standards and best practices that improve patient care, patient safety, and resource utilization is required.
Thorough understanding of the principles of critical appraisal of medical literature, drug utilization evaluation and drug utilization review.
Knowledge of PEI Pharmacare programs and services and related legislation.
Previous pharmacy experience involving Pharmacare drug programs and the submission of electronic drug reimbursement claims.
Experience in interpretating, developing and drafting legislation.
Extensive experience with Office 365 (including Word, Excel, PowerPoint).
Must have a good previous work and attendance record.
Must have access to reliable transportation.
Other Qualifications:

Master’s degree in a relevant field will be considered an asset.
Proven leadership and change management certification and/or experience is an asset.
Experience with Cerner application is an asset.
Knowledge of community resources and the health and community services system is considered an asset.
Working knowledge of Pharmacare related IT systems including integrated claims systems and drug information system is preferred.
Broad knowledge of regional, national, and international pharmacy formulary issues and framework is an asset.
Broad knowledge of the methods of drug utilization, pharmacoepidemiologic, and pharmacoeconomic research is an asset.
