Job description
This position is only open to current permanent, classified State of Colorado employees.
• This position is covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).
• New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

CDOT’s Center for Accounting ensures all financial related transactions for CDOT, Bridge and Tunnel Enterprise (BTE), High Performance Transportation Enterprise (HPTE), Clean Transit Enterprise, Nonattainment Area Air Pollution Mitigation Enterprise (NAAPME), Fuel Impact Enterprise (FIE), and other CDOT enterprises are recorded in compliance with generally accepted accounting principles (GAAP), Government Accounting Standards Board (GASB) standards, and all State and Federal rules and regulations.

About the Position
This Enterprise Accountant III position is the program accountant and designated staff authority for all CDOT Enterprise funds. This position will work closely with the Enterprise Controller and Enterprise Accountant II.

Your duties and responsibilities will include, but are not limited to, the following:
• Partner with the Enterprise Controller on implementation of HPTE’s Tolling back office.
• Oversee and develop new accounting processes and procedures related to HPTE’s Tolling Back Office, and other enterprise transactions and functions, in support of new systems, interfaces, methodology, and overall accounting.
• Reconcile balances between SAP, CORE, Tolling Back Office, and transactions completed by the Enterprise Accountant II.
• Review and approve shopping carts for enterprises, ensuring expenses are properly allocated between HPTE tolling and non-tolling cost centers.
• Review and post enterprise accounts payable and accounts receivable, evaluating if purchases are within fiscal rules, tolling corridor restrictions, and entered properly in SAP.
• Review tolling corridor cash receipts and post in SAP.
• Review and reconcile Accounts Receivable and Accounts Payable transactions between CDOT’s enterprises and CDOT’s governmental funds for IAAs and loans.
• Review, post, and reconcile transactions completed by the Enterprise Accountant II.
• Review monthly sales tax returns and approve payments to jurisdictions, approve corresponding entries in SAP and or CORE.
• Research and analyze variances and resolve issues on diagnostic reports, and complete correcting entries in SAP and or CORE.
• Complete monthly reporting such as budget actual reports and ad hoc requests from CDOT and enterprise management.
• Complete year-end journal entries for enterprises and assist Enterprise Controller with audit work papers and drafting of exhibit documents.
• Manage and complete the entries of GASB 87 and GASB +6.
• Perform back up duties for Enterprise Accounting Division.
• Assist with the setup of new enterprises in CORE and SAP and the documentation and development of new processes.
• Other job duties as assigned.

Work Environment:
• Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
• You will likely work a hybrid schedule with a combination of in-office and remote work.
• Occasional travel may be possible for meetings and training.
• Work in a politically sensitive environment.
Minimum Qualifications

Experience Only:
• At least 8 years of professional accounting experience.

OR

Education and Experience:
• A combination of relevant education and experience equal to at least 8 years.
• Education from an accredited college or university that included a minimum of 27 semester hours completed in accounting or auditing will be considered.
• Professional accounting experience will be considered.

Substitution:
• Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for 6 years of the requirement.

Preferred Qualifications
The exceptional applicant will be an experienced Accountant and will possess the proven ability or accomplishment in the following:
• Demonstrated success with the duties listed in the Description of the Job section;
• Years of State service experience related to the duties of this position;
• Highest work/personal ethics and integrity;
• Comprehensive knowledge of general accounting practices and standards, including GAAP, GASB, State Fiscal Rules, State financial reporting, State Auditor requirements, and Federal regulations;
• Experience managing project billing;
• Experience developing and managing reconciliation mechanisms and accounting systems;
• Familiarity with the Funding Advancement for Surface Transportation and Economic Recovery (FASTER) legislation, SB-260, and the Taxpayer Bill of Rights (TABOR).
• Ability to quickly learn the background of HPTE’s tolling corridors and restrictions on revenues and expenses for each corridor, additionally the restrictions on revenues and expenses for each additional Enterprise.
• Experience interfacing, managing, and reconciling multiple automated accounting systems;
• Experience reconciling and correcting general ledger accounts to sub ledger type detail;
• Fluency in Microsoft Office Suite (Word, Excel, Access), Gmail, Google Applications, SAP, CORE, and the ability to quickly learn other software systems;
• Demonstrated leadership skills to facilitate accurate, complete, and timely development and analysis of data across multiple functional areas and systems;
• Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
• Demonstrated experience with process improvements;
• Ability to work under tight deadlines and be adaptable to changing assignments;
• Ability to take initiative to solve problems in an innovative manner and to work independently to solve complex challenges with limited input from supervisor;
• Excellent customer service experience, including a proven ability to partner with internal and external stakeholders, with sensitivity to their needs and priorities;
• Effective interpersonal and relationship building skills;
• Strong time and project management skills, including prioritization and multi-tasking ability;
• Excellent reasoning, investigative, analytical, and problem solving ability;
• Excellent facilitation, presentation, and communication skills, both written and oral;
• Strong attention to technical detail and accuracy;
• Ability to work effectively in both independent and team situations.
