The Role
Australian Defence Force (ADF) doctrine describes principles that guide the employment and operational effectiveness of an integrated force. ADF doctrine publications are designed to concisely describe these principles, and so promote coordinated actions to achieve military objectives. ADF doctrine additionally facilitates procedural interoperability across the ADF and with partners and allies, providing Defence with a definitive body of knowledge, shared language and common frame of reference. Furthermore, ADF preparedness is underpinned by ADF doctrine supporting the professional military education and training of all ADF personnel.

The role of a Publication Developer is critical to the delivery of the ADF Doctrine Management Plan, inclusive of Chief of the Defence Force mandated priority publications, which directly contributes to Defence Capability and codifies Defence's knowledge. Doctrine is our way of thinking about employing military power to support the Australian Government’s national security objectives.

ADF doctrine publications are written at several levels—capstone, philosophical, integration and application. The Publication Developer is responsible to project manage the development and delivery of assigned publications on behalf of the Sponsor (usually a senior officer) and the Vice Chief of the Defence Force. The Publication Developer is also responsible for performing the role of Quality Management Officer (alternate point of contact for a publication responsible for assisting with doctrinal reviews).

Key duties of the Publication Developer include:

Conduct research, analysis and writing tasks to produce relevant reports, summaries and briefing papers related to doctrine publications.
Promote consultation within the doctrine development process through working groups.
Engage stakeholders via face-to-face and digital means to understand their perspectives.
Develop and prepare documentation to present doctrine outputs to high-level Defence committees.
Participate in key doctrine development activities such as consistency working groups, directorate meetings and training, community of practice sessions to contribute expertise and status updates.
Lead the development of the key products such as the doctrine analysis report, author's brief, the publication and supporting materials.

About our Team
The ADF Doctrine Directorate operates within the Joint Warfare Development Branch, Force Integration Division in ADF Headquarters. Our mission is to coordinate and support delivery of ADF doctrine by Sponsors in order to promote the interoperability and professional mastery of the integrated force. Our role is to codify ADF doctrinal constructs for the current ADF or Force-in-Being. We are an integrated, geographically dispersed team comprised of ADF full-time and part-time members, APS and contracted staff.
