About this opportunity
The NACC has a Senior Security Officer / COMSO position available for immediate filling in Canberra. A merit list will be established to fill vacancies arising in the next 18 months.
About the role
The Senior Security Officer reports to the ASA, in the management of the NACC’s protective security measures, including functions and arrangements as required by the Australian Government’s Protective Security Policy Framework (PSPF). The role has people, program, and stakeholder management responsibilities that will require you to maintain a range of internal and external stakeholder relationships networks.
The role is also the NACC’s COMSO which is the mandatory security link between ASD and the NACC. The COMSO is responsible for all aspects of protective security and service delivery relating to the NACC’s engagement with communications intelligence (COMINT) material.
Key activities
Under general direction of the Assistant Director, Security, you will work with a degree of independence and be responsible for managing the protective security arrangements across the NACC’s property portfolio and COMSO functions, including the following key duties:
Contribute to the development and application of the NACC’s Security Governance Framework, including the suite of policies, plans, procedures and guidelines that support the NACC's protective security obligations in accordance with the PSPF.
Oversee the development and application of the NACC’s personnel security measures, including managing the security clearance and ongoing suitability processes in collaboration with internal and external stakeholders.
Contribute to the management of the NACC’s physical security measures, including the use of physical security zones, electronic security systems, CCTV, key safes, secure containers and external monitoring services.
Manage the daily operation of contracted security guards in their provision of security services, including reception and security guarding, administrative support services, surge capacity, and operation room monitoring services.
Appointment as a Communications Security Intelligence Officer (COMSO) to assist with management of briefings, certification/accreditation, intelligence coordination and other COMSO duties.
Provide guidance to staff and developing instructional materials on all aspects of protective security, including development and presentation of security awareness training.
Prepare high quality written correspondence and submissions to support the effective delivery of protective security measures, project and initiatives.
Supervise junior team members, including performance and development management.
The NACC is a small agency. In addition to these activities, from time to time you may be asked to undertake tasks that are outside your usual span of duties but that are within the range of your capabilities. Eligibility
Employment with the NACC is subject to the following conditions:
Citizenship – applicants must be an Australian Citizen.
Security clearance – this is a Designated Security Assessment Position. The occupant of this position will be required to undergo and maintain a security clearance to Positive Vetting.
Suitability assessment - the NACC must be satisfied that successful applicants are of suitable character. They must undergo a rigorous pre-employment suitability screening process that can be intrusive in nature including (but is not limited to) detailed background, character, employment, police and financial checks.
Probation - a probation period will apply to a new ongoing engagement in the Australian Public Service.
