The Ministry of Finance is responsible for oversight of government revenue, expenses, assets and liabilities. In addition to other responsibilities, Finance is the lead ministry for fiscal policy, budget development and integrity; and ensuring accountability to both the public and the Legislative Assembly for the use of public funds.

The Opportunity

The Economic and Fiscal Planning Branch, which plays a key role in the government's budget development process and supports the production of quarterly economic and fiscal forecasts, is seeking a budget operations analyst to coordinate production of the government's consolidated summary budget, develop systems and processes to support summary budget production, and lead related training initiatives.

Ideal Candidate

The ideal candidate is someone who is passionate about consolidating financial data, conducting analysis and telling a story using numbers to assist in decision-making and reporting processes. You will have:

A solid understanding of accounting principles, including consolidation accounting, and can independently interpret, apply and explain new accounting standards. A working knowledge of standards established by the Public Sector Accounting Board (PSAB) for Canadian governments is required.
Experience preparing financial reports and briefing notes for senior executives and ministers, supported by strong communication skills;
The ability to establish and achieve objectives, often under tight timelines.
Proven project and change management skills and the ability to work well in a team-based environment.
Advanced knowledge of spreadsheet software and database concepts with experience developing innovative solutions through the application of software to new processes.
Ideally, you will have a professional accounting designation and several years of progressive experience. Familiarity with the Government of Saskatchewan’s structure, and an understanding of Saskatchewan's budget, forecast and financial consolidation processes along with familiarity of the public financial reports that are prepared would be definite assets.
