Applicants must possess one of the following: 1
Bachelors or Graduate degree in Information Technology, Computer Science, Software Engineering, or a closely related field from a college or university accredited by a national or regional accreditation organization recognized and sanctioned by the U.S
Possess four (4) years of equivalent professional experience managing large system integration of applications and/or software at a large organization
7 years of experience managing enterprise-wide information systems and/or applications which included developing, deploying, and supporting software, hardware, and system components to maintain operational performance at a large organization
Experience should include using modern technologies such as data streaming, microservices, containerized applications, automated testing, data conversion, and systems enhancements and modernization, and integrating vendor systems and/or applications into existing organizational technologies
Ability to manage the development and implementation of complex information systems projects including planning, tracking/oversight, scheduling tasks, negotiating deliverables, project administration and status reporting
Ability to lead programs leveraging modern technologies such as data streaming, microservices, containerized applications, automated testing, data conversion, and systems enhancements and modernization
Ability to manage a workforce of professional and technical career and bargaining employees across multiple geographical locations
Ability to identify and track customer requirements, program activities and measure performance against planned objectives
Ability to establish and maintain cross functional relationships with various internal and external stakeholders
Ability to communicate orally and in writing, conduct presentations, prepare reports, evaluations, correspondence, and briefings

Leads the full cycle recruitment process for administrative, professional, and technical positions across all business unit within the Postal Service
Attracts and maintains a diverse pipeline of top talent to meet hiring needs
Directs the enterprise-wide development, implementation, and support of logistics and processing software and applications, which includes the roll-out of new software releases, applications in development, and updates to existing applications
Develops the strategic vision for the application portfolio and provides direction and guidance to all stakeholders on the development, design, and implementation of secure application architecture strategies that align with the overall business and technology visions to improve the efficiency of the USPS
Provides strategic direction and technical guidance for the enterprise Logistics and Processing programs, which includes managing the enterprise software as a service system and all aspects of systems used moving the mail and packages through the infrastructure and providing visibility into network operations USPS and contractor fleets
Provides strategic leadership to management, professionals, and contractors engaged in the analysis, design, development, implementation, and maintenance of software applications to maximize the efficiency and effectiveness of delivered solutions and optimize user experience
Directs the design, development, and deployment of platforms using modern technologies such as data streaming, microservices, containerized applications, automated testing, data conversion, and systems enhancements and modernization
Directs critical systems development within an agile environment, and which involves emerging technologies and industry trends with current processes
Ensures the use of secure coding practices, automated testing, continuous deployment, and the implementation of standards, policies, and practices that result in on-time delivery of high-quality secure software systems
Leverages latest software tools to ensure secure and efficient coding practices are adhered to through all phases of the requirements and development life cycle, including artificial intelligence
Direct software application development and support functions that enable mail and package movement through the network, including related infrastructure and facilities
Collaborates with Product Owners from the Chief Logistics Officer, Chief Processing & Distribution Officer and the Chief Technology Officer and their Vice Presidents to deliver the product roadmap that reflects the desired application capabilities and testing scenarios
Ensures delivery of applications occur based on agreed priorities
Establishes and maintains regular communications and information verbally or in writing with USPS executives, stakeholders, business partners, and end users regarding software development initiatives
Manages a team of professional and technical employees; provides timely guidance, feedback, and mentoring to direct reports
Identifies, develops, and retains a diverse, high performing talent pool
Facilitates employee engagement and development, ensuring that necessary skills are developed to fulfill current or future responsibilities
Participates and provides guidance for National and Local Labor Relations activities to include but not limited to negotiating bargaining unit contracts, union activities, and grievances
Directs vendor contract administration, including the development of Statements of Work (SOW) associated with project level initiatives and procuring contract resources
Ensures work is completed in a timely manner
Manages programs and operational budgets, monitors actual vs budget spend
Responsible for program cost estimates, integrates cost baselines into overall budget and confirms funding sources
