King County Department of Information Technology (KCIT) is seeking a Director, Business Advisory Services (BASe). This key position provides overall strategic, tactical, and operational leadership for the BASe team, consisting of the Project Management Organization, Change Management, Design and Customer Experience, Business Analysis, Product Management, and Partner/Customer Success Management. Charged with the responsibility for leading the delivery of products and technology programs and initiatives, The Director will lead a team of 100 professionals across a variety of functions. These functions include the Project Management Organization (PMO), Design Civic Engagement (DCE), Partner Success (Customer Success Managers/CSM's) to drive the product lifecycle from concept to delivery. This organization will adopt Agile principles to deliver value from our customer's perspective. Reporting to the CIO, and in partnership with the previously mentioned groups, the Director will provide leadership, guidance, sensible controls, and diligence in execution. The Director works with the CIO to keep service offerings aligned to current and projected needs of King County. The Director participates in executive-level decisions and execution of strategies to achieve the objectives of KCIT. The Director must embrace and model organizational diversity, equity, and inclusion competencies while understanding the impact of technology and biased data on historically marginalized communities. EXAMPLE OF DUTIES
Manage a sophisticated Information Technology Business Advisory Services practice that provides insight and feedback to clients/partners regarding technology solutions that best fit their business needs while remaining in alignment with KCIT standards and practices. Responsible for developing and implementing a comprehensive client/customer experience strategy within KCIT that incorporates an in-depth understanding of client/partner needs, behaviors, and preferences across all touchpoints, including digital interfaces and customer service interactions. Responsible for the Program/Project Management Office and the project portfolio within the King County Information Technology Department. This involves evaluating and prioritizing projects, aligning them with County and KCIT strategic goals, and ensuring that resources are allocated efficiently across various initiatives.Establish project management frameworks, methodologies, and standards within KCIT, working collaboratively with other KCIT teams to support the delivery of maximum value.Oversee the strategic planning, design, and implementation of the front-end experience for the King County website, ensuring adherence to accessibility requirements and an optimal user experience. Lead and oversee the customer experience practice, fostering a human-centered, innovative, and collaborative problem-solving approach that ensures the integration of user-centric design and design thinking principles throughout the development lifecycle.Manage the continued evolution of KCIT’s business partner liaison program.Build an organizational change management strategy and repeatable change management practices to facilitate a positive change experience for impacted groups.Facilitate further expansion of the Agile framework within the Business Advisory Services teams.Partner with agency leaders and teams to understand agency organizational and operational challenges, ensuring that solution options provided by KCIT support County and KCIT strategic goals.Ensure that client/customer solutions are aligned with King County and KCIT strategic goals and objectives, facilitating effective planning and execution of projects.Work proactively with the County’s IT Project Governance team to effectively manage and oversee IT projects.Foster collaboration with key stakeholders, including County business leaders, clients/customers, and technology teams. Drive continuous improvement initiatives within the Business Advisory Services division.Define the product roadmap and ensure the alignment of products to County and KCIT goals.Establish mechanisms for collecting, analyzing, and acting upon customer feedback. Establish a dynamic and collaborative management team.Manage the allocation and utilization of resources across Business Advisory Services teams, working closely with other KCIT team and agency leadership to understand resource needs, optimize resource allocation, and ensure that efforts are adequately staffed to meet their objectives.Manage Business Advisory Services budget processes in partnership with the KCIT Chief Financial Officer.Develop synergy and collaborative working relationships within the Business Advisory Services teams.Establish service level standards for clients, including associated policies and procedures.Lead change readiness planning for changes in enterprise technology products and processes
