Duplicate Existing Pages| Tweak for Keyword| and Check for Duplicate Content

I have a content page for a certain product/service. I need copies of this page written for various cities in a certain US state. For example:
Current page: mysite.com/main-service/
Copy and create pages such as
mysite.com/dallas-main-service/
mysite.com/houston-main-service/
and so forth.
However, you will need to change the SEO focus on the page to match. That means title, H1/H2/H3, body text, image alt and title, Yoast SEO settings, etc.
I haven't counted how many pages like this I need, but probably in the 20-30 page range.
You do not have to incorporate these pages into any navigation on the site. I'll take care of that.
