The Role
As the EL1 Command, Control, Communications, Computers, Intelligence, Surveillance, Reconnaissance (C4ISR) Design Governance Manager, you will be accountable for leading the Governance cell which provides the Secretariat function for the Information Environment Control Board (the IECB) and the subordinate C4ISR Design Working Group (monthly Senior Defence Committees).
In this role you will:
Exercise autonomy and initiative in the management of the Governance cell
Plan and maintain the forward program of work for the IECB and C4ISR Design Working Group
Review and clear briefs ensuring that quality outputs from employees maintain a high level of specialist, professional and/or technical expertise to inform senior Defence decision makers.
Build capability in the Governance cell
Negotiate and liaise with internal and external stakeholders to ensure senior decision makers have the best information available to make capability integration decisions
Prepare complex and/or sensitive correspondence and corporate reports, submissions, proposal papers and minutes.
About our Team
C4ISR Design Directorate is responsible for establishing guidelines and requirements for C4ISR design to enable an Integrated Australian Defence Force. C4ISR Design provides Defence with mechanisms that help it understand the joint war-fighting environment, how to choose which projects to pursue (i.e. assess risk, gaps, trade-offs and opportunities) and how to provide portfolio level guidance on systems development.
You will work in a diverse and fast paced team with a mix of highly skilled and talented Australian Defence Force, Australian Public Servants and highly technical Contractors that advise the Department on some of the most complex issues facing the Integrated Force, now and into the future. As the C4ISR Design Governance Manager, you will directly support Head Force Integration (2 Star), Director General Data Systems and Design (1 Star), and Director C4ISR Design in ensuring that the Future Force will be ready to Fight and Win.

Our ideal candidate will possess:
The ability to lead and mentor a small team to high performance.
A sound knowledge of committee secretariat activities in accordance with Defence policies and procedures, or relevant experience with Government secretariat functions.
Strong time management and organisational skills, with flexibility to adapt to changing priorities and exceptional written and verbal communication skills.
Experience in reviewing and editing written briefs prior to senior manager consultation.
Strong stakeholder management skills, with refined relationship building skills with the ability to influence people at a variety of levels.
The ability to work in a dynamic environment and remain flexible, agile and adaptable whilst having a willingness to learn.
Experience in managing teams and managing the diverse opinions from internal and external stakeholders.
Experience with Defence finance and procurement processes and policies.
