Our Prorate and Fuel Tax (PRFT) Services within our Business & Professions Division (BPD) is currently recruiting for three (3) Excise Tax Examiners (ETE2) with expertise and interest in tax review, customer service and education.

Washington’s infrastructure requires considerable investment to ensure residents and visitors have safety, comfort, and simplicity as they move around the state. PRFT administers the state’s fuel tax collection programs, as well as the International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA), collecting almost $2 billion in annual revenue for the state’s transportation programs to ensure investment continues in state roadways.

Duties
As an Excise Tax Examiner, you will perform within a limited scope moderately complex examination and accounting functions to support the proper identification, assessment, collection, and distribution of taxes and assessments. You will examine and review applications, tax returns, reports, refund requests, and special account types to determine proper licensing, tax, fees, liability, refund, or credit. You must analyze, evaluate, verify, and review financial records and documents that support the application, report, or tax return. It is also essential that you ensure state statutes and administrative regulations are properly and uniformly interpreted and applied and contact taxpayers for data gathering and verifications. This team works in a hybrid environment that requires a passion for learning and embracing new challenges in a team dynamic that needs initiative and great online communication to get work done for the entire team.

Some of what you will do:


Examine and review tax returns and refund requests submitted to the program by licensees to determine proper reporting and tax liabilities or refund through electronically or via mail.
Examine, review, and approve applications using state and federal systems to verify accuracy of information and ensuring regulatory compliance.
Provide individualized training and service to customers related to filing returns, applications, refunds, or other requests via email predominantly.
Ensure proper reporting through large data set research, reconciliation, and analysis.
Qualifications
What you will bring to the role:


Two (2) years as an excise tax assistant, tax service assistant, tax service representative, fiscal technician, or tax information specialist.
OR
Two (2) years of professional experience in accounting, auditing, taxation, public administration, or account examination and customer service.
OR
12 semester (or 18 quarter) hours of accounting.
Experience Must Include:
One (1) year of performing intermediate to complex accounting, data and analysis; this includes compiling, reconciling, and analyzing large quantities of data.
Two (2) years of listening attentively, identifying issues, fulfilling services, or exercising knowledge of laws and regulations to provide technical assistance or resolution to stakeholders.
Two (2) years of using computer programs to write documents, send emails, edit spreadsheets, share presentations, take notes, and meet with people virtually.
The ability to understand and follow agency values of respect, trust, diversity, equity and inclusion through behaviors and decisions.
What may help set you apart:
Experience navigating vendor systems to perform research inquiry and processing duties.
Experience accurately applying federal and state laws in the service of customers during tax review.
Understanding of the legislative and political environments and processes including working on legislative and rulemaking efforts while interpreting and assessing impacts.
