Human Resources Manager

Job Responsibilities and Activities:

Reporting to the Assistant Superintendent Human Resources and Administration, the Human Resources Manager will carry out a variety of human resources related activities focusing mainly on the employees of the support staff groups. The incumbent will be responsible for the administration of human resources procedures, recruitment and staffing of support staff positions, the interpretation of the CUPE collective agreement and support staff wellness initiatives in the Division.

The main duties and responsibilities of the Human Resources Manager are:

Assist in the planning, development and implementation of human resources and labour relations strategies including programs and procedures ensuring compliance with all relevant legislation.
Provide consistent application of Human Resources procedures and collective agreements, advising on effective resolution of complex people management issues that may require corrective action or progressive discipline up to and including termination.
Perform full cycle recruitment including reviewing job postings, candidate screening, develop interview guides, interviewing and selecting candidates; reference checking and new hire onboarding.
Liaising with the benefit plan carriers to help keep abreast of negotiated changes and renewals of the plan health and wellness resources and supports provided. Communicate information regarding the health and wellness resources to staff.
Work with the Health and Safety Coordinator to support management of disability cases by providing support, advice and guidance to supervisors in planning for employee return to work, modified duties and accommodations.
Act as the management representative on the Joint Health and Safety Committee.
Support all aspects of the grievance process; prepare documentation for mediation or arbitration, as required and participate in meetings;
Maintain files and data with the human resources information system
Promote staff wellness initiatives in the division through participation in a staff wellness committee, overseeing the planning and implementation of activities and events that promote workplace wellness. Liaise with benefits providers as resources to further support overall staff wellness;
Undertakes ad hoc HR projects as required;
Attend all CUPE Labour Management meetings as a representative of management.
Required Knowledge, Skills and Attributes:
Post secondary education in Human Resources and/or Labour Relations.
CPHR designation would be an asset.
Proven knowledge of Human Resources practices, labour relations, employment law and recruitment.
Proven knowledge of Occupational Health and Safety and Workers Compensation Board regulations.
Strong organizational, time management and interpersonal skills.
Strong problem-solving skills and proven ability to exercise sound and professional judgment, especially regarding confidential and sensitive matters.
Ability to work in a fluid and challenging work environment.
Ability to communicate in a sensitive, courteous manner with members, office staff, and community.
Understanding and a commitment of confidentiality.
Excellent communication skills (written and verbal, formal and informal).
Intermediate skills in the MS Office Suite and Google Suite.
