Job Description

Permanent full time
Two roles, one based in Counties & one based in Auckland
Health New Zealand | Te Whatu Ora is the country's largest employer, delivering universal public healthcare to 5 million New Zealanders.
We provide essential hospital, specialist, and community health services across 80+ locations - from large urban centres to rural towns and remote communities.

Our goal is to improve health outcomes for all New Zealanders by delivering equitable, accessible and innovative care.

About the Role

The primary purpose of this role is to support District Emergency Management service delivery and contribute to responses. Working closely with the District Lead, the role supports the development, planning, and implementation of emergency management systems and engagement strategies at a district level, primarily within our hospital services, including monitoring progress, reporting outcomes, and ensuring agreed objectives are achieved.

The role provides technical advice and practical support across regional and district work programmes, responses, and projects, helping to ensure emergency management activities are well coordinated, compliant, and fit for purpose. It also supports the District Leadership Team by providing guidance on emergency management requirements and representing legislative, assurance, and governance obligations across the district.

About you

You bring multiple years' experience (typically five or more) working in an operational environment within a large, complex organisation, with a strong foundation in emergency management, operational service or health service delivery. You are comfortable operating in dynamic, fast-paced environments and understand what effective coordination and service delivery look like during both routine operations and response situations.

You have a proven ability to develop and maintain effective relationships with key stakeholders at a district level, and you are confident working within the health and disability system, particularly hospital operations as well as alongside other government agencies. You communicate clearly, collaborate effectively, and understand the importance of strong partnerships in achieving shared outcomes.

You have knowledge and practical application of the Coordination Incident Management System (CIMS), or the ability and commitment to obtain this within six months. You also demonstrate a solid understanding of the Civil Defence Emergency Management Act 2002 and the CDEM Plan Order 2015, and are able to apply legislative and planning requirements within an operational and assurance context.
