Payroll and HRIS Administrator
Temporary Full Time
HOURS OF WORK: Full Time (35 hours/week)
START DATE/TERM: June 29, 2026 - October 1, 2027
NUMBER OF POSITIONS: 1

REPORTS TO: Manager, Payroll, Benefits & HRIS
POSITION SUMMARY:
This position supports the delivery of accurate and timely payroll and takes a lead in developing, maintaining, and promoting the continuous improvement of the Human Resource Information System (ADP Workforce NOW) while maintaining data accuracy.
RESPONSIBILITIES:
Payroll
Prepare hourly bi-weekly payroll according to predetermined schedule, while maintaining compliance with current legislations and the collective agreement
Management of timely payroll/timecards; Follow-up with staff and/or management as required for timecards accuracy, providing instructions as needed
Ensure accurate collection and processing of day-to-day payroll updates including verifying new hires, pay rates, terminations, etc.
Calculates and inputs data for payroll processing: adjustments, special payments, provincial grants, benefits, ROEs, union dues and other deductions; prepare manual cheques as needed
Produces and verifies payroll related reports
Maintain accurate records of payroll transactions for audit purposes, maintain internal controls and strict confidentiality
Prepare Confirmation of Employment letters for staff, upon request
Support salary, semi-monthly payroll preparation, as needed (i.e. vacation coverage)
Support the preparation of all year–end reconciliations and requirements, and related reporting (T4, Taxable Benefits, Pensions, etc.)
Assist with pension and benefits administration (enrolments/updates/terminations), as needed
Quickly and efficiently respond to staff inquiries
Human Resources Information System (HRIS)
Maintain the HRIS with timely coordination of data collection, entry and verification, ensuring accurate and complete data while maintaining all electronic employee data
Lead the continuous improvement of the HRIS and the use of HRIS to achieve efficiencies and better management of payroll and HR processes across the agency.
Generate recurring reports and special reports as requested
Provide basic interpretation of the Collective Agreement, Agency Policies and plan as it relates to payroll, benefits and pension.
Provide support to HRIS users with timely response to inquiries
Maintain accurate and up to date HRIS training and user guides
QUALIFICATIONS:
Bachelor Degree or Diploma in Human Resources, Accounting or related field (Preferred)
Payroll Compliance Practitioner (PCP) certification (Preferred)
Minimum 2 years of payroll experience and experience managing a HRIS
HRIS and or payroll software experience (ADP Workforce Now preferred)
Proven intermediate to advanced technical skills utilizing Microsoft Office Suite
Experience working in a unionized environment and administering a collective agreement is an asset
Strong organizational capabilities to manage multiple projects with the ability to multi task and prioritize effectively
Proven ability to effectively develop, organize and maintain data management systems
Ability to apply sound judgment to a variety of situations demonstrating tack and diplomacy
Ability to communicate effectively and clearly
Able to work independently and within a team environment
Demonstrates a high degree of initiative and problem solving with keen attention to details
Highly skilled to manage confidentiality and privacy diplomatically
Demonstrated ability to build and maintain effective work partnerships with colleagues of diverse backgrounds, abilities and identities
Highly motivated to continually strive for excellent results including on-going improvements to work processes
Acceptable Vulnerable Sector Police Reference Check
SALARY: Payroll and HRIS Administrator Pay Scale ($57,274 - $66,081 per annum) with Competitive Benefits Package (health & dental) and paid time off entitlements (starting at 20 vacation days & 3 float days)
