Primary objective
Work in partnership with Australian and Northern Territory Government agencies, Local Government, service providers, and peak
organisations to develop and drive improvements in family and youth support service delivery and coordination to meet needs
identified through the Department of Children and Families Strategic Plan, and other associated government reforms.

Key duties and responsibilities
1. Provide effective leadership and change and resource management across the Greater Darwin Region in accordance with

legislation, policies, and procedures.
2. Provide strategic direction and management to a multi-disciplinary team across locations to operationalise a range of early

intervention, supportive, diversionary, and statutory child protection practices.
3. Provide advice on the development, implementation, monitoring, evaluation, and reporting on a range of government and place-

based family and youth initiatives to support service providers to meet current and emerging needs.
4. Lead the development of guidelines for the co-design and delivery of holistic family support services between Northern

Territory Government (NTG) agencies, local government, non-government organisations, businesses, and the community.
5. Develop and maintain effective partnerships, networks, and strategic alliances with NTG agencies, local government, non-

government organisations, businesses, and the community.
6. Provide high level complex reporting on program activities including preparing and presenting reports and ministerial and/or

executive correspondence.
7. Provide high level support to the Executive Director in the effective leadership and coordination of emergency and recovery

operations in the event of an emergency, including after-hours assistance to the Department’s statutory welfare group
responses in accordance with the Emergency Management Act.

Selection criteria
Essential
1. Demonstrated high level knowledge and understanding of contemporary national policy and legislative frameworks across a

range of human services programs, in particular those that are directed at early intervention and prevention strategies for
families within the child protection and family support continuum.

2. Demonstrated highly developed communication skills with the ability to co-design programs and reporting and evaluation
frameworks.

3. Proven ability to achieve results and build capability and responsiveness, marshal expertise, implement and steer change and
deal with negativity, ambiguity, and/or uncertainty.

4. High level interpersonal skills, including the demonstrated ability to communicate with influence, consult and engage across
multiple stakeholders.

5. Highly developed decision-making skills with demonstrated understanding of legislative and policy responsibilities, high levels
of adaptability and flexibility, particularly with regard to new and unusual challenges.

6. Demonstrated leadership skills to purposely lead and develop multi-disciplinary teams to meet the agency’s strategic objectives
while building the team’s capacity and longevity.

Desirable
1. Post-graduate qualifications relevant to the position.
2. Executive Development Program or similar management training.
