Job Description

Role Responsibilities

The Executive Director, Head Fraud Risk – Cards Fraud is a permanent role that requires strong business acumen and deep knowledge and experience in the Cards Fraud Risk domain across Consumer, Private, Business Banking. The successful candidate to understand operating in a first line of defense capacity within a fraud risk management organisation, and can respond flexibly and collaboratively to evolving business, regulatory and fraud landscape. The role reports directly to the Head, Fraud Risk Strategy & Head Asia Fraud Risk Operations, CPBB. This role will work closely with the Fraud Risk Operations, Credit Risk Management Financial Crime Compliance, Products, Segments, Card schemes i.e., Visa and Mastercard, and other key stakeholders to address external Fraud Risk as an operational risk sub-type for the Bank and support its integration into the Bank's overall Operational Risk and Enterprise Risk Management strategy. The role will provide for,
• Managing Consumer Private and Business Banking (“CPBB”) Fraud Risk and strategy for Cards Fraud (Credit and Debit)
• Managing Fraud risk activities and processes effectively and efficiently aligned to the business strategy.
• Product owner for Cards Fraud detection/prevention system(s) and tools for CPBB
• Execute the fraud risk management target operating model to best support process efficiencies and effectiveness in managing fraud risk
• To lead and improve the management of Cards fraud risk for CPBB by ensuring the implementation of the market leading fraud prevention, detection and investigation tools and policies in accordance with the business risk appetite
• Direct and implement a paradigm shift in the fight against fraud through the design and application of advanced technology solutions through structured and centrally managed global programmes
• Represent the Bank at senior level discussion on anti-fraud issues with the law enforcement, regulators, policy makers and other senior stakeholders
• As part of the first line, ensure that the fraud risk function is most optimally positioned and works closely with the wider CPBB business to ensure that controls are robust and risk appetite statements are agreed and tracked.

Strategy

The Executive Director, Head Fraud Risk – Cards Fraud to lead and improve the management of Fraud Risk and to protect clients and the Bank against current and emerging fraud schemes across segments, products, and channels. Manage fraud risk, assisting business(s) with implementing the 'best in class' tools & processes to minimize fraud losses while maintaining and adhering to customer experience goals and objectives.

Business

The primary purpose of this position to ensure that the management of Cards fraud risk and ensure that fraud losses are within established fraud risk appetite. The candidate to define fraud controls and monitor that they are operating effectively/ efficiently to ensure Fraud risk is appropriately managed for CPBB businesses. The role will support the Head, CPBB Fraud Risk Strategy and Head Fraud Risk Operations Asia in management of fraud risk. The successful candidate will work closely with Product and Segment Heads, Country Fraud Risk; Country CPBB teams, Group and Country Cards Risk Management teams, Fraud Surveillance Operation teams; and the Business CROs, COOs, CCH, and other key stakeholders to drive requirements and help set priorities for Fraud risk strategy and investment based on acceptable risk tolerance and taking into account the evolving threat and regulatory landscape, policies and standards, and technology infrastructure.

Processes

The major functional activities that this role (Head Fraud Risk – Cards Fraud ) will lead and manage are:
• Support standardisation, automation and consolidation through re-engineering and process improvement initiatives in the country.
• Develop and maintain Cards Fraud detection System(s) and various fraud detection capabilities that are in compliance with internal policies and external regulations
• Act quickly and decisively when any risk and control weakness become apparent and ensure they are addressed within an appropriate timeframe and escalated through the relevant risk forums and committees
• Implement the Fraud Risk Framework in CPBB and monitor the operational risk metrics to identify potential control weaknesses
• Re-engineer process to identify fraud and deliver desired client experience across all channels/products
• Strong collaboration and concerted efforts with key stakeholders/partners (e.g., CPBB Risk, Products, Operations, Credit Risk Management, Operational Risk, CFCC, Technology)
• Share information on authorization, fraud trends and identifying emerging fraud threats
• Accountable for post-booking scenarios development / fine-tuning to influence detection rates and FPR.
• Monthly review with stakeholders across Group and Countries.
• Sharing of significant fraud MO, root causes and best practices are included in the Global standards.
• Support and provide feedback/guidance on issues faced within the region through performance review with Country/ Regional FRM teams.
• Drive standardization and ensure investigative recommendations are fully adopted across SCB footprint. Ensure Lessons Learned shared with SCB countries on timely manner.
• Lead and drive standardisation, automation and consolidation through re-engineering and process improvement across markets.
• Support implementation of the Group Operational Risk Framework in Risk Operations and monitor the operational risk metrics to identify potential control weaknesses. Promoting a healthy Fraud risk culture and good conduct within the business lines.

• Define an organization structure aligned and scaled to the risk control needs of the business lines.

Risk Management

Deliver the defined aspects of the Fraud Risk role to support the Group's Fraud risk management approach and objectives.
• Ensure that the Fraud risk role is managed in accordance with the defined Fraud Risk Framework and associated Policy and Standards; and those issues are identified, escalated, and addressed as appropriate.
• Manage the Fraud Risk team professionally and efficiently, closely tracking deliverables and commitments.

Governance
• Establish strong ties into the relevant business lines governance, risk and control committees to ensure adequate monitoring, tracking and governance of Fraud risk.
• Drive integration of Fraud Risk Framework and associated Policy and Standards into business lines and utilise for the ongoing governance process established within the Bank.

Regulatory & Business Conduct
• Display exemplary conduct and live by the Group’s Values and Code of Conduct.

• Establish strong relationships with identified stakeholders across the business lines and understand their strategic goals, in order to ensure Fraud risk management and alignment.
• Prepare, present and demonstrate fraud risk capabilities in relevant risk committees, steering groups and cross-business forums.
• Measure efficient and effective management of Fraud risk through applicable controls and tools
• Build trusted working relationships with other functional heads, risk and compliance counterparts, and business unit stakeholders.
• Utilise appropriate risk management tool(s) to manage, track and monitor Fraud risks across the business lines.
• Maintain sufficient and appropriate evidence of work performed for review by Group Internal Audit and others.
• Monitor, assess and advise business lines on acceptable risk tolerances based on policy and control environment and the evolving regulatory and threat landscape.

Qualifications

Training, licenses, memberships and certifications
• Proven experience (15 years) in banking and financial services with at-least 8-10 years in fraud risk management with specialization in Cards Fraud (Credit and Debit)
• Bachelor’s Degree in Engineering, Finance & Accounting, Law, Business Management, or other related discipline.
• Graduate degree (Master’s) and/or professional certifications have an advantage (e.g., CISSP, CFE, CRISC).
• Thorough understanding of Retail and Business Banking processes & products, risks, threats, and internal controls.
• Good understanding of the Cards ecosystem including engagement with Card schemes.
• Highly technical – Being able to manage technical teams who manage integrations for both mobile and web-based platforms.
• Strong understanding of the application and network security.
• Being able to analyse data in great detail and being able to provide deep insights
• Good understanding of laws in the areas of banking and regulatory mandates
• The role holder should demonstrate clear managerial process and significant EQ in dealing with team members, other departments, and external entities.
• Good understanding of various fraud products and their capabilities
• Good understanding of various controls available and how these controls provide a layered defence
• Good presentation skills to be able to present, teach and train at various levels within the Bank
• Experience working in or with the financial services industry with keen understanding of business and operational environments.

• Ability to collect and analyse data, establish facts, and make recommendations in written and oral form.
