Pay Grade
The salary for this position is based on administrative pay grade 11 (Minimum $+2,13+, Control Point $122,852, Maximum $135,137) plus benefits package. Salary will be determined commensurate with experience.

Position Summary
Reporting to the CIO the Manager prepares and contributes to the IT strategic direction and provides operational leadership for the implementation and on-going support of business, web and Educational Technology services for the College. Services include Ellucian Colleague (student, human resources, payroll, finance), library, bookstore, College web sites, portals, enterprise content management, LMS and the various supporting information systems. The Manager uses a results-oriented approach to coordinate these broad and highly integrated systems, which are critical to the achievement of the College’s Strategic and Education Plans and strategic reporting needs.
The Manager provides leadership in integrating these highly diverse services in terms of both function and information in order to maximize the effectiveness of the institution’s technology investments. The Manager plans, directs, delivers, and evaluates cost-effective solutions that meet client needs. The Manager represents the IT department on college-wide committees to ensure that enterprise application services are considered and the related contributions to achieving College plans are maximized. The Manager works in close partnership and cooperation with the IT management team (CIO, IT Infrastructure and Cyber Security Manager and the IT Service Delivery Manager). This partnership includes effective priority setting and balancing resources to meet overall college objectives.
The Manager is responsible for day-to-day operations of the college’s enterprise systems, ensuring that the systems and associated data are secure, accurate and reliable, and are maintained as appropriate. The Manager leads a team of systems analysts and a web developer and is responsible for implementing and maintaining a collaborative teamwork approach and a customer service focus in the support to the College community.

Duties & Responsibilities
1.0 INFORMATION TECHNOLOGY LEADERSHIP
1.1 Through collaboration and consultation, the Manager implements the department’s comprehensive plan for operation, maintenance and enhancement of central enterprise applications to meet the administrative and strategic reporting needs of North Island College.
1.2 The Manager uses a teamwork approach to direct the activities of the department, ensuring that staff and information technology are coordinated to achieve results outlined in the plan.
1.3 The Manager develops and implements coordination mechanisms to ensure effective planning and communication regarding changes to information technology.
1.4 Using a collaborative approach within the department and with the College community, the Manager is responsible for systems policies, business rules and other controls to ensure information security, as well as strategies and protocols to ensure that mission-critical technology systems remain operational.
1.5 The Manager is a source of expertise about information and education technologies for North Island College, providing advice to senior management in support of strategic, educational and operational goals.
1.6 The Manager leads and facilitates the implementation of new and innovative IT projects and services and participates in initiatives and projects originating from across the College community.
1.7 In consultation with the College community and in partnership with other College administration, the Manager contributes strategically to and implements web based development projects.
2.0 APPLICATIONS PLANNING AND OPERATIONS
2.1 The Manager is responsible for project management for systems software and integration projects; planning and managing the operation of all enterprise software systems; and, planning and managing the implementation of new College-wide software systems and the decommissioning of legacy systems as necessary.
2.2 In partnership with the IT management team, the Manager is responsible for the operation of the technology infrastructure supporting enterprise software systems.
2.3 The Manager ensures that these systems are functional and effective, and that all services are delivered without interruption and meet the College’s business needs. The Manager ensures that after-hour emergencies are responded to in an appropriate time frame.
2.4 In partnership with the IT management team, the Manager ensures the integrity and security of computer systems and hardware.
2.5 The Manager monitors software system performance and plans for system enhancements to ensure acceptable service levels are achieved.
2.6 The Manager assists in the development of needs assessments and funding proposals to support the expansion and adoption of technology at the College.
2.7 The Manager is responsible for developing, implementing and updating a hardware and systems plan to support the central enterprise applications function of the College.
3.0 COLLEAGUE LEADERSHIP AND ADMINISTRATION
3.1 The Manager is the central source of expertise for the Ellucian Colleague ERP system, providing advice to senior leaders about the system’s role and potential to support strategic, educational and operational goals.
3.2 The Manager is responsible for managing projects related to the Colleague system, its modules and enhancements.
3.3 The Manager develops and implements coordination mechanisms with users across the College to ensure integration of the College’s management information system, Colleague, to meet the College’s business needs as effectively as possible.
3.4 The Manager participates as a member of the management team in College-wide planning through membership in College committees and councils, and chairs Colleague-focused committees where appropriate.
3.5 The Manager ensures that the Colleague system and server are managed through documented procedures and protocols which ensure its integrity and security, and which identify issues as they arise.
3.6 The Manager ensures that Colleague accurately tracks and processes student, human resources and financial information to support administrative and strategic decision-making.
3.7 The Manager ensures that system maintenance is performed as necessary.
3.8 The Manager researches available upgrades and evaluates their potential for enhancing effectiveness of the system. The Manager ensures that upgrades are installed with as little disruption to the system and institution as possible, and that system users are informed about changes in a timely manner.
3.+ The Manager works with staff and faculty across the College to coordinate and oversee training for system users, to ensure data accuracy and reliability.
4.0 EDUCATIONAL TECHNOLOGY
4.1 The Manager shares responsibility with the IT management team and education leadership, responsible for implementing an educational technology plan consistent with the College’s mandate and educational and strategic plans, to support the College’s goals of flexibility and accessibility throughout the region.
4.2 The Manager provides leadership for the planning and operation of the College’s learning management system and supporting solutions.
4.4 Working with education leadership, the Manager will strategize and implement Educational Technology change initiatives for the College.
5.0 MANAGEMENT OF HUMAN RESOURCES AND EMPLOYEE RELATIONS
5.1 The Manager is accountable for the management of human resources within the departments, including allocation of resources based on priorities.
5.2 The Manager is responsible for ensuring that all personnel selection, orientation, and evaluations are conducted in accordance with established college processes.
5.3 The Manager is responsible for incorporating the principles of continuous learning in the department’s management of human resources. Using a mentorship approach, the Manager assists and motivates staff to learn and grow in their knowledge, experience and responsibilities.
5.4 The Manager uses a teamwork approach to promote an organizational environment that encourages personal productivity, job satisfaction and the professional growth of employees within the department.
5.5 The Manager implements the values of the College, promotes a learning and working environment where all individuals are treated with dignity and respect, promotes and encourages innovation and creativity and ensures that the College’s practices are conducted openly, honestly and in the public’s best interests.
5.6 The Manager ensures that policies, procedures and provisions in the collective agreements are observed.
5.7 The Manager, where delegated, participates in Labour Relations matters, attends Labour management meetings and participates in collective bargaining.
6.0 EXTERNAL LIAISON AND PARTNERSHPS
6.1 The Manager works very closely with system partners and the Ministry to ensure that the system meets reporting needs in the most effective manner.
6.2 The Manager provides technology leadership in the development of college partnerships with other educational institutions, community organizations, businesses and aboriginal governments
6.3 The Manager represents the College on external committees locally, provincially, nationally, and internationally, participating in initiatives, projects and issues that affect information and educational technologies.
6.4 The Manager will develop and maintain excellent external relationships with vendors, contractors, peers and providers.
7.0 PLANNING AND BUDGETING
7.1 The Manager is responsible for developing, managing and balancing the department’s annual capital, operating, project and revenue budgets including participating in annual budget review meetings.
7.2 The Manager participates in the development of the strategic plan for Information Technology which in turn contributes and is affected by the College’s mandate and strategic planning processes. The Manager will collaborate other College stakeholders in the development and execution of their strategic initiatives.
7.3 The Manager participates in the development of the annual budget for the College’s information technology plan.
7.4 In consultation with the College community and in partnership with other Student & Educational Services & Planning administration, create and implement long and short-range service plans.
7.5 The Manager negotiates, signs and maintains contracts with vendors, resellers and contractors as well as researches, creates, issues, evaluates and awards RFPs when appropriate and required. Where appropriate, the Manager will consult and collaborate with other members of the College community to determine appropriate products, services and licensing

Required Education & Experience
Minimum of an under-graduate degree in a computing or technology discipline with at least five years of applicable experience or an equivalent combination of education and relevant experience.
3 years of applicable experience in related management roles with increasing levels of responsibilities.
Supervision and leadership experience, particularly responsibility for developing a customer service-oriented teamwork approach among staff with diverse interests and perspectives.


Required Knowledge Skills & Abilities
Knowledge of budgetary processes at a senior managerial level, including the ability to develop and administer the financial performance of a department.
Experience with software solutions for a variety of enterprise software applications including those related to finance, human resources, student & learning management, reporting, website management, etc.
Experience gathering business requirements and translating them into technical specifications
Demonstrated knowledge and experience running a management information system and support structure.
Experience assessing and implementing software solutions and major upgrades.
Demonstrated ability to deal with individuals at all levels in a variety of consultative and collaborative processes that may be organization-wide, divisional or interdivisional.
Experience leading diverse groups through the adoption of new technologies.
General knowledge of post-secondary education governance, budgeting, procedures, objectives, structures and operations.
Demonstrated experience with planning and project management, including developing comprehensive proposals and budgets.
Experience with the administration of collective agreements and supervision of staff in a unionized environment. Experience managing interdepartmental projects using formal project management methodologies.
Strong interpersonal skills, including communication (written and oral), negotiation, mediation and conflict resolution skills.
Ability to express views, ideas and facts effectively, both orally and in writing.
