Mixed media custom artwork needed

I have a very specific image in my mind and the finished product would probably be closely comparable to mixed media album work. Approximately +0% of the image would be photo quality, and about 10% would probably need to look animated. I’m not sure if it’s even something that could be done. I am wanting to use it as a main page for my website and also blown up as a large print to frame on a wall.
