Job description:
People and Business Services is a Group in the Department of Transport & Planning , and is responsible for providing business enabling people and corporate services functions, that drive a high-performance culture and to support integrated operations. The People and Culture Division enables the attraction, development and retention of a high performing and diverse workforce, through driving a safe, inclusive and connected culture.
About the Role
Work in close partnership with the Senior P&C Business Partner (PCBP) and aligned Branch Leadership teams to build, support and implement DoT's people strategy in alignment with to DoT's overarching strategic plan.
The Business Partner will work extensively across the division at the Leadership and Management level to support the development of fit-for-purpose solutions and focus primarily on a strategic people agenda. This role will build a detailed understanding of their client group to support the development of short term and long-term people and culture strategies and tactics and will work collaboratively with specialist teams within the Division's community

Your outcomes and accountabilties,
Provide coaching and strategic HR direction to Executives and leadership teams on managing people priorities. Including workforce planning and management, talent management, change management and various HR Operations
Develop and maintain strong partnerships with executives and managers across the business to identify and respond to trends, people/performance hotspots and emerging business issues and needs.
Support the Senior PCBP in the alignment and implementation of Group and Divisional People and Culture Plan and Strategy by cascading organisational wide initiatives such as cultural change, talent management, workforce planning, capability building and diversity Collaborate and partner with the broader People and Culture team to ensure advice and support is tailored to meet the needs and expectations of the business.
Contribute to the leadership team of each business area by providing sound advice, being a confidential source of support and by challenging current thinking.
Collaborate / and contribute to analysis of business areas in collaboration with the Senior Business Partner(S) on any identified opportunities, issues, gaps, risk, or business needs.
Key Selection Criteria
you'll need to bring a strong ability to think and act strategically, offering professional consultancy and advice to leaders and managers. This includes diagnosing branch development needs and crafting comprehensive plans with targeted, strategic, and integrated initiatives. Your proven ability to build and maintain strong business partnerships with leadership and key stakeholders will be essential, as will your skill in influencing and negotiating effectively.
We value excellent conceptual and analytical skills, along with a sound understanding of processes and frameworks that help diagnose problems and develop actions aligned with people management needs, organizational priorities, and the government agenda. Your thorough understanding of organizational development methodologies and your ability to collaborate with the business to implement strategies that resolve business challenges will be critical.
You should also have a solid grasp of complaint and conflict resolution, performance management, and grievance resolution methods, ensuring alignment with policy and VPS practices. High-level interpersonal and relationship-building skills are a must, particularly your ability to consult, communicate, and influence senior leaders and operational teams in a multidisciplinary environment.
Sound judgment in strategic and operational decision-making is essential to ensure clear, consistent, and fair decisions across the client group. Additionally, we are looking for someone who takes initiative, drives solutions-focused approaches, and is committed to driving innovation and advancing professional knowledge within the organization
Qualifications and Experience
Mandatory
Tertiary qualification in Human Resources or related discipline.
Relevant Industry experience
Desirable
Understanding of the Victorian Government's organisational context and priorities.
An ability and willingness to travel and work across locations within metropolitan and regional Victoria is sometimes required
Driver's License
