Reporting directly to the Manager of Engineering and Operations, the Patrol Supervisor will be responsible for overseeing a wide variety of tasks including financial management of the yard, related to the overall operation and maintenance of the County Roads System utilizing a complement of full-time, part-time and seasonal employees.

Qualifications:

Education, Certification & Licenses:

Certified Roads Supervisor (CRS) with the Association of Ontario Roads Supervisors (AORS) is required or a comparable combination of education and experience.
Civil Engineering Technician or Technologist Certification (CET) would be considered an asset.
Valid Ontario ‘D” with Z endorsement is required and must be maintained for the term of employment.
Must obtain and maintain a satisfactory criminal record check (CPIC).
Experience:

A minimum of five (5) years of progressive experience in the delivery of effective road maintenance service.
Minimum of three (3) years supervisory experience in a roads environment.
Direct experience in working with applicable legislation including but not limited to, the Highway Traffic Act (HTA), Ontario Traffic Manual (OTM), Occupational Health and Safety Act and Regulations
Proficient in computerized public works databases and relevant software.
Experience assisting with the development of operational budgets, including implementation/monitoring of expenditures and funding allocations.
Directly order all yard resources and materials.
Skills & Abilities:

Demonstrated supervisory and leadership skills.
Excellent communication skills both in writing and verbal presentation with external and internal stakeholders.
Customer focussed experience with dispute resolution skills.
Ability to organize multiple projects and adjust readily to changes in priorities.
Knowledge:

Good knowledge of road maintenance and construction practices.
Extensive knowledge of construction equipment and its capabilities.
Summary of Position Responsibilities:

Roads Management

Schedules, directs and supervise work crews carrying out required operation in the designated patrol area on daily basis;
Ensure roads are patrolled in accordance with the requirements of the Minimum Maintenance Standards (MMS);
Identifies road conditions that may affect traffic safety and arranges for repair of defect;
During summer inspections, determines needs for vegetation control, sweeping, debris and litter pick-up, pavement patching, gravel shoulder maintenance, guide rail repairs, sign repairs and arranges for the repair of defects in a timely and effective manner;
During winter operations, oversees all aspects of road operations to ensure compliance with MMS;
Ensure timely pick up and disposal of dead animals;
Inspects culverts, bridges and drainage concerns to ensure safe operation of roads;
Assess the condition and arrange for the supply of road signs required as per the Ontario Traffic Manual (OTM), Highway Traffic Act (HTA), and/or Manual on Uniform Traffic Control Devices (MUTCD);
Arrange for the posting of public notices of roadway closures and/or incidents through the Municipal 511 (Transnomis) system;
Prepare, review and approve traffic control plans for any proposed works within the road allowance in accordance with Ontario Traffic Manual (OTM) Book 7;
Conducts on-site ‘tailgate’ safety talks related to tasks to be performed to ensure all team members are aware of risks and mitigation measures proposed to ensure worker safety throughout operation.
Equipment, Labour and Materials Management

Determine requirements for materials, rental equipment and services required to accomplish repairs on a daily basis;
Ensure that all assigned equipment is properly maintained and that all scheduled inspection and servicing is performed and proper records maintained on a daily basis;
Ensure that patrol garages are adequately equipped with fuel supplies, tools and materials;
Receive, correlate and submit purchase orders, invoices, bills of lading, delivery slips, etc., confirms that materials and services supplied conform to orders, approves for accuracy and submits for processing;
Complete and maintain records for day labour construction projects including weigh tickets and equipment rental records and confirms validity of record for processing;
Responsible for deployment of in-house and contract equipment including rentals;
Coordinate local municipalities for use of equipment and/or County operator as may be required.
Investigation of Service Requests:

Meets with applicants and reviews entranceway permits/severances, assists in completion of application, submits to Director (or designate) and ensures that all requirements of permit are met;
Respond to emergency requests from police, utility companies, fire departments, and provides timely assistance;
Investigate requests from public regarding Counties infrastructure and makes the necessary decision;
Provide utility ‘locate’ services within the TSSA service requirements.
Other related duties, as requested and required.
