The VSA builds public confidence in the motor dealer industry in BC by engaging and educating industry and consumers, ensuring a safe and reliable motor vehicle buying experience.

As an independent, non-profit, regulatory agency that oversees the sales of personal-use new and used vehicles, the VSA:

licenses motor vehicle dealerships, salespeople, broker agents, broker agent representatives, and wholesalers
provides licensing courses and continuing education for VSA licensees
offers consumer information and assistance
provides assistance with dispute resolution
investigates consumer complaints and claims
undertakes compliance action
What is the Role?

Reporting to the Executive Vice President of Corporate Services and Risk, the Business & Policy Analyst (Policy Analyst) is responsible for conducting policy and business analysis at the Motor Vehicle Sales Authority of BC (VSA) in support of VSA’s regulatory and business operations.

The policy work includes monitoring the industry and identifying needed changes to legislation and policy. You will be responsible for maintaining key VSA policies, leading policy changes and training. There will be on-going monitoring of industry trends with monthly reports to the Executive Team and quarterly reports to the Board of Directors regarding risks and any need for policy or legislative change. You will also take on various policy-oriented projects as directed by the Executive Vice President.

What You'll Do:

Conducts gap analyses when requested to identify where a departmental policy may require additional policy direction.
Drafts briefing notes, decision notes, or other similar documents detailing the research conducted on a specific policy issue and the proposed recommendation.
Collaborates with departmental representatives in drafting high level policy summary documents.
Drafts new policies, and policy amendments, incorporating suggestions from other stakeholders.
Drafts policy summary documents for requisite stakeholders, when requested, identifying key policy provisions and any associated resources.
Ensures that all pertinent documentation pertaining to the development of new policies, amendments, and policy reviews are filed appropriately.
Reviews and monitors VSA’s business processes on a continuous basis and makes recommendations for change.
Drafts monthly and quarterly reports on industry trends, risks, business processes for the benefit of the Executive Team and the Board of Directors.
Create and maintain relationships with key policy/business contacts in government departments, industry associations, consumer advocacy groups, and partner agencies to monitor the industry and consult on various projects.
Other duties as assigned by Executive Vice President.
Your Experience and Educational Background

The ideal candidate brings passion and commitment to the role. While it is understood that a candidate may not possess all the competencies noted below, it is expected that over time, the candidate will demonstrate most, if not all, of these aspects:

Required Education & Experience:

Bachelor’s degree or equivalent in public policy, regulatory administration, or political science.
Minimum of three years’ experience in the development of policy, regulation and/or legislation.
Minimum of two years’ experience in business analytics and business process improvement
Preferred Additional Education & Experience

Business degree, diploma, or certificate with a focus on business processes
Project management degree, diploma, or certificate
Certification in Continuous Improvement (kaizen), Six Sigma, Total Quality Management, or Business Process Management
Working in a regulatory agency delivering on a consumer protection mandate
The VSA will consider a combination of education and experience.

You Possess the Following Competencies

Extensive experience researching policy issues and conducting policy analysis.
Knowledge of processes relating to the development of policy.
Excellent written and oral communication skills, including the ability to restate complex ideas in plain language.
Experience in concisely and persuasively writing a range of documents/content for a variety of stakeholders.
Ability to conduct research, analyze information, articulate alternatives, draw conclusions and make practical recommendations on complex problems.
Ability to write documents of various kinds of clarity, concisely and persuasively (e.g., correspondence, briefing notes, presentations, etc.).
Ability to work collaboratively and effectively with colleagues and teams.
Ability to conduct oneself with a high degree of professionalism. and confidentiality.
Demonstrated ability to communicate effectively – both verbally and in writing.
Ability to prioritize tasks, meet deadlines, and work with minimal supervision.
Competence with Microsoft Office.
Demonstrates analytical, interpretative, and problem-solving skills.
Excellent analytical and organizational skills.
Knowledge of software development and user interface web application.
Strong knowledge of agile software development methodologies.
Microsoft Power Platform certification is an asset.
Ability to prioritize and balance competing demands and work to deadlines under pressure.
Attention to detail, self-motivation, and the ability to work under their own initiative.
