Job Description

About The Role

The Principal Project Officer is a key role within the Office of the Chief Psychiatrist (OCP) and supports the provision of high quality and responsive public mental health services. The position undertakes a range of time-limited strategic projects and provides advice on government processes and procedures.
The position provides project support to the Manager, Strategy Policy and Operations within the OCP and works closely with the Principal Project Adviser. The role includes responsibility for managing specific projects. This includes supporting the OCP to respond to the recommendations of the Royal Commission into Victoria's Mental Health System, and implementation of the Mental Health and Wellbeing Act 2026.

How You'll Make a Difference

Design and develop the delivery of objectives that impact service delivery and meet state-wide departmental and government objectives and community expectations.
Manage and oversee the full life cycle of projects to meet departmental objectives including:
Researching, preparing and executing project business cases and plans within resourcing, timeline and budget parameters.
Preparing and presenting quality reports and work briefings in accordance with the department's project management processes.
Evaluating tender bids and participating in liaison and negotiation associated with tender processes.
Contributing to the monitoring and evaluation of projects to ensure departmental objectives are met.
Where responsible for overseeing, monitoring or delivering projects, ensure they are delivered in accordance with relevant legislation and government regulations and guidelines.
Identify emerging issues, risk and trends impacting on the successful achievement of key business objectives and imperatives and provide high quality business intelligence and sound recommendations based on comprehensive research and investigations.
Pro-actively build and maintain positive relationships with key stakeholders to facilitate a partnership approach.
Provide leadership, guidance and authoritative advice to internal and external stakeholders and prepare and present detailed, comprehensive reports, ministerial briefs, cabinet and agency submissions on complex matters.
Support the Manager, Strategy, Policy and Operations to effectively deliver operations of the Office and work with the Principal Project Adviser to set and achieve key performance indicators and standards.
