Primary objective
The Project Manager provides strategic management and delivery of information and communications technology projects for agencies
and across whole of government.
Context statement
ICT Services provides ICT hardware and software services to client agencies to meet business requirements, this includes end user services
such as the ICT Service Centre, End User Computing, Network Management, Voice, and Telecommunications including internet. Within
this, the ICT Services Project Management Office is responsible for the delivery of technology related projects.
Key duties and responsibilities
1. Participate and manage major business improvement and ICT projects in an outsourced delivery environment, including working
closely with external technical engineers, project resources, vendors, and internal agencies stakeholders.
2. Undertake business process investigations and propose practical business solutions to problems.
3. Manage the development of key project deliverables including creation of detailed project plans, scoping, business cases,
requirements and system design specifications, test plans, communication plans and user documentation.
4. Lead and manage a team of staff and contractors to achieve project deliverables in the required timeframe and within budget, while
coordinating all aspects of project management for multiple simultaneous projects.
5. Recommend to senior project managers or projects director appropriate actions where necessary to ensure that projects are
completed on time and within budget. Manage escalation, variations to scope and decision registers.
Selection criteria
Essential
1. Considerable and well-developed project and resource management skills with proven ability to lead staff and service providers in
the successful delivery of complex ICT projects.
2. High level of strategic, conceptual, analytical, and problem-solving skills to research and find solutions.
3. Strong knowledge in a number of areas of ICT infrastructure, software deployment and major change management projects.
4. Experience and demonstrated capability in the use of online project management toolsets.
5. Broad management-level experience delivering services and implementing change in the context of large, complex organisations.
6. Proven ability to develop and maintain effective working relationships with executive management, service providers, industry
networks, project teams and clients to ensure appropriate and quality service delivery.
7. Highly developed oral and written communication skills with exceptional negotiation skills, with an ability to interact effectively with
people of diverse cultures.
8. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, respectful, and
innovative.
Desirable
1. Tertiary qualification in the information technology, service management, project management or related field.
2. Knowledge and or experience in utilising Prince 2 methodology or similar.
3. Knowledge and or experience in SharePoint automation or Microsoft 365 automation tools.
4. Knowledge and or experience in Microsoft Transact SQL and Excel Power Query tools for data analysis.
5. Knowledge and or experience with scripting languages such as Jscript or VBA.
