Job description:
The Project Manager will play a fundamental role in facilitating the effective transition and integration process of establishing the Commission for Children and Young People, as well as ensuring capacity and capability for the implementation of new statutory functions, recommended by the Commission of Inquiry into the Tasmanian Government’s Responses to Child ****** Abuse in Institutional Settings. The Commission is a new, strengthened regulator and advocate for children and young people’s rights and safety. Acting with a high degree of autonomy, the Project Manager will be responsible for the provision of high level, authoritative advice and support to the Deputy Secretary, Policy and Delivery. The Project Manager will engage and work collaboratively with key stakeholders to develop and implement change management strategies that ensure the successful establishment of the new Commission in a child-centred manner. The incumbent will require high order strategic thinking skills, strong leadership and effective communication skills to manage the complexities and challenges associated with organisational change.

Duties
Support the Deputy Secretary and Executive Director to establish the Commission for Children and Young People.
Work with the external Change Manager consultant to develop, implement, and review as required, a comprehensive change management strategy with clear objectives, milestones and success measures.
Build and maintain strong relationships with internal and external stakeholders, including staff of the Independent Regulator and Commissioner for Children and Young People’s Offices, as well as Tasmanian children and young people, ensuring key stakeholders are consulted, well informed and supported to participate in the creation of the new Commission.
Develop and deliver change communications and engagement plans and support their implementation, including through the provision of support to develop appropriate budget requests.
Support organisational design initiatives and the definition of roles and responsibilities that will be associated with the suite of functions of the new Commission, as well as the practices, processes and systems required to execute those functions.
Assess the design and functionality of other Commissions for Children and Young People nationally, to inform the Tasmanian context.
Provide advice and guidance on emerging issues and risks, including the identification and management of issues and options to resolve issues and mitigate risks.
Provide policy and secretariat support to the Working Group, including developing and facilitating the implementation of its work program, with the support of the External Change Manager and the Policy and Delivery Division, Policy and Intergovernmental Branch.
The incumbent can expect to be allocated duties, not specifically mentioned in this document, that are within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level.
Essential Requirements
Current Tasmanian Registration to Work with Vulnerable People or the ability to acquire.
Desirable Requirements
Relevant tertiary qualification and/or demonstrated experience in a similar role.
