Primary objective

Provide strategic leadership, direction and advice in the development and implementation of prisoner education and training strategies,

initiatives, contract management and procurement activities for Northern Territory Correctional Services (NTCS). Work with the Director

Workforce Development and Prisoner Education in implementing the Corrections Reform Agenda and other Government reform actions.

Key duties and responsibilities

1. Coordinate, prepare, develop and provide strategic and operational advice to senior management on current and future prisoner

education services.

2. Research, identify and undertake jurisdictional scans and develop costing models to develop strategic prisoner education business

models/plans, frameworks and identify opportunities which lead to continued learning and employment post release.

3. Manage, negotiate, evaluate and develop significant procurement documentation and initiatives.

4. Contract manage including reviews/evaluations of prisoner education services providers and services as required.

5. Develop and maintain collaborative partnerships within the agency and with other stakeholders to ensure efficient and effective

prisoner education management, project development, implementation and reporting frameworks.

6. Undertake stakeholder consultations, negotiations, evaluations and preparation of tender documentation.

7. Develop executive level briefings, reports and complex business/service models and strategies to a range of internal and external

stakeholders, and in response to Ministerial, Executive, Cabinet submissions or other requests.

8. Design, develop, evaluate and procure education and training programs for different mediums including eLearning.

Selection criteria

Essential

1. Excellent knowledge of adult education and training methodologies, principles and practices including the Australian Qualifications

Framework and Vocational Education and Training.

2. High-level strategic business and planning skills to research, shape, develop complex education and training strategies, frameworks,

models and projects.

3. Demonstrated experience managing and delivering education services and contracts in a complex service environment.

4. Proven ability to work at a strategic/senior level with experience in project, budget, procurement and contract management to a high

standard, and proven conceptual, analytical and problem solving skills, with the ability to influence, drive change, and continuous

improvement.

5. Excellent written and oral communication, interpersonal and negotiation skills which have resulted in focussed service delivery within

a dynamic and changing environment, with experience in undertaking stakeholder consultations, negotiations, evaluations effectively.

6. Understanding of the custodial environment and the role rehabilitation plays in reducing reoffending.

7. Demonstrated understanding of and sensitivity to Aboriginal culture and issues that impact on offenders in custody and post release.

Desirable

1. Experience in managing outsourced services in the public sector.

2. Tertiary qualifications in adult education and training, finance, project management or a related field.
