Primary objective
Provide advisory services on sector wide NTPS employee relations policy matters and private sector relating to the NT Public Holidays
and NT Long Service Leave Acts. Contribute to NTPS industrial relations matters, including cases in the Fair Work Commission on behalf
of the Commissioner for Public Employment, the statutory employer for all NTPS staff.
Context statement
The Office of the Commissioner for Public Employment (OCPE) is a central agency within the NTPS with sector wide responsibility for
developing the NTPS employment framework and delivering industrial relations services.
Key duties and responsibilities
1. Provide high level advice and interpretation on the full range of employee relations matters to the Commissioner, Senior Director,
client agencies, employees and other stakeholders.
2. Prepare reports and recommendations on complex conditions of employment and related matters.
3. Research, analysis and develop employment legislation including sector wide policies and procedures.
4. Undertake planning, delivery and implementation of priority projects and initiatives.
5. Assist lead negotiators in enterprise bargaining or other industrial relations activities.
Selection Criteria
Essential
1. Substantial and recent experience and knowledge in law, human resources, employee or industrial relations practice and procedure.
2. Substantial and recent experience and knowledge of industrial relations advocacy (dismissals, adverse action, industrial action and
enterprise negotiations), or other advocacy or the ability to quickly obtain those skills.
3. Demonstrated high level communication, negotiation and conflict resolution skills with the ability to establish and maintain
collaborative relationships at all levels with the ability to challenge ideas constructively and respectfully to progress solutions.
4. Demonstrated strategic abilities and planning, problem solving and organisational skills, including the effective management of
multiple complex and high priority tasks to meet conflicting deadlines.
5. Well-developed conceptual and analytical skills including the ability to interpret and apply a range of legislation at the Northern
Territory and Federal level.
6. Demonstrated high level written communications skills and demonstrated ability to prepare written material that is clear and well-
structured.
7. Demonstrated work ethic and attitude which emulates OCPE values of ethical practice, accountability, respect, commitment to
serviced, diversity and impartiality.
8. Demonstrated understanding of contemporary policy, issues, trends and developments relevant to employee relations/ law and/or
industrial relations in the Northern Territory and on a broader national scale.
Desirable
1. Tertiary qualifications in law, industrial relations or human resources or other appropriate discipline.
2. Sound understanding of the NTPS employment framework, public sector processes and structures. and a knowledge of the Federal
employment legislation.
