Primary objective
Provide strategic Clinical leadership and direction across Core Clinical Systems Renewal Program delivery streams to organise and coordinate the successful
clinical state of readiness for the new Department of Health clinical system (Acacia).
Context statement
Digital Project Services (DPS) delivers very complex, high value, and high-risk ICT programs and multi-year digital transformation initiatives for core frontline
services through an inter-agency collaborative approach. The Core Clinical Systems Renewal Program (CCSRP) is a major technology program that will
transform the delivery of health care services for Territorians by delivering a Territory-wide single, integrated health electronic record system. A safety and
quality management approach are integral to CCRSP delivering a solution that facilitates NT DoH achieving National Safety and Quality Health Service
(NSQHS) Standards, this will be achieved through appropriate identification, consideration and management of issues / risk / hazards and evidence to
support continuous quality improvements.
Key duties and responsibilities
1. Provide high level, authoritative clinical advice and lead the identification and development of required clinical risk management strategies and
approaches including the safety assessment for the CCSRP in accordance with “UK Standardisation Committee for Core Information (SCCI): 0125
Clinical Risk Management: its Application in the Manufacture of Health IT Systems” and “National Safety and Quality Health Service (NSQHS)
Standards”.
2. Lead the development, implementation and ongoing execution of a Clinical Safety activities and associated actions including the development of
accurate documentation and implementation of clinical safety compliance measures, controls and risk mitigation strategies.
3. Oversee clinical safety and quality assurance progress by generating and assessing internal safety metrics to ensure adherence to internal and external
requirements and timelines.
4. Establish systems to document the active management of clinical risks and continuous quality improvement (CQI) activities throughout the CCSRP
implementation.
5. Develop and maintain effective governance and reporting systems in all areas of responsibility.
6. Review and advise on project test plans and collaborate with relevant stakeholder user groups to ensure effective and efficient safety processes that
meet clinician and client needs.
7. Initiate and provide accurate, authoritative and specialist advice to all project stakeholders including contributing innovative ideas and solutions to all
aspects of the Program.
Selection Criteria
Essential
1. Knowledge of Clinical Safety and Quality frameworks and processes to deliver clinical information systems (including business process change)
2. Demonstrated experience in delivery of Clinical Risk Management and Continuous Quality improvement (CQI) from both a strategic and delivery
capacity.
3. Demonstrated experience in planning, leading, and executing a Clinical Safety and Quality Plan in a complex clinical systems implementation.
4. High level of communication, influencing and interpersonal skills with the ability to build and sustain productive relationships internally and externally.
5. Well-developed knowledge of project management processes and techniques associated with the development and implementation of new initiatives.
6. Demonstrated ability to work well under pressure, effectively manage competing priorities and remain agile in a fast-paced team working environment.
7. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest, respectful and innovative.
Desirable
1. A degree or equivalent qualification in Health Information Management, Health Informatics or similar.
2. Experience with Clinical Safety and CQI within a large Electronic Patient Record implementation
3. Clinical Qualifications in nursing, medical or allied health.
