The Opportunity

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 6 Senior Information Governance Officer within Digital Recording Services Branch.


The Digital Recording Services (DRS) Branch sits within the Information Services Division (ISD). The branch is responsible for:

Broadcasting and archiving the audio-visual record of chamber and committee proceedings.
Producing the written record of parliamentary debates and committee hearings, known as the Hansard, and
Providing enterprise information management advice and services to DPS.


The branch comprises a diverse and unique workforce that delivers significant outcomes. Within DRS, the Information Management Section works closely with ISD and other areas of the department to facilitate the creation, maintenance and preservation of all information, in line with the Australian Parliament Digital Strategy and the DPS Enterprise Information Strategy.



The Senior Information Governance Officer is accountable for the planning, review and publication of the department’s suite of information governance material, secretariat for the Information and Data Governance Committee, and drafting of the department’s response to the National Archives’ annual Check-up survey. The Senior Information Governance Officer will also participate in the review and submission of revised records authorities to the National Archives for approval.



The Senior Information Governance Officer is responsible for developing, implementing, and maintaining the department’s information governance program. The information governance program ensures that the department’s information assets are managed securely, are compliant with legislation and regulations, and align with departmental, and whole-of-government goals and objectives.


The Senior Information Governance Officer is required to undertake complex work, and operate with limited direction, with the opportunity for reasonable autonomy and accountability. The role includes using initiative and judgement in the interpretation of policy and in applying practices and procedures. The Senior Information Governance Officer provides professional and policy advice in relation to complex problems and may assist in strategic planning, program and project management, and policy development. The Senior Information Governance Officer will be required to liaise with a range of stakeholders in a representational role.

The Senior Information Governance Officer requires highly developed communication skills, sound understanding and application of information management and governance practices, stakeholder engagement, and an ability to respond in a constantly changing environment, with a strong emphasis on the importance of accuracy and completeness.



Our ideal candidate will have:


Demonstrated experience in information management/information governance.
Experience in the use of Content Manager or another EDRMS and in the use of Microsoft 365.
Demonstrated experience in the practical application of the Building Trust in the Public Record policy.
Exceptional analytical, troubleshooting, and problem-solving skills. Highly effective communication skills (written and verbal).
Exceptional stakeholder engagement/management skills.
Ability to work in a dynamic and often rapidly changing environment.
Strong focus on collaboration and teamwork.
Job Specific Requirements:



The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement

Immediate supervisor: Director Information Management


Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Service Level 6 classification. The duties will include, but are not limited to, the following:

Contribute to the development, maintenance and regular review of information governance strategies, frameworks and policies relevant to DPS information Management to promote best practice and meet legislative and regulatory requirements.
Contribute to the development, maintenance, and regular review of the DPS records authorities.
Assist in managing the implementation of components of the National Archives of Australia’s (NAA) Building Trust in the Public Record policy requirements.
Contribute to internal projects, such as the in-place records management project, supporting the capture, maintenance and preservation of information created within Microsoft 365 tools.
Provide secretariat support for information governance committees, including the Information and Data Governance Committee and the Metadata Working group.
Develop and maintain strong working relationships with clients, internal/external stakeholders, and service providers to ensure positive customer outcomes.

Salary

Currently, the salary range for this position is $+4,25+ - $105,+41 per annum.


Conditions of Employment

Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1+++ which include:


Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.

Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.

Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
