Primary objective

The Senior Registration Officer provides advice to internal and external customers, including Motor Vehicle Registry (MVR)

management and staff, undertakes analysis and research, develops and maintains vehicle registration policy and undertakes

projects relating to the registration of motor vehicles in the Northern Territory (NT).

Key duties and responsibilities

1. Develop, implement and review vehicle registration policy, procedures and publications while taking into consideration

legislative, political, national and public interest requirements.

2. Provide vehicle registration advice, information and ongoing senior support to Departmental officers and key stakeholder

groups, with regard to relevant statutory compliance and administrative requirements in the NT.

3. Develop and maintain collaborative partnerships with key stakeholders and liaise with relevant inter/intra-Departmental

officers, interstate authorities and local industry representatives, to ensure effective consultation and input for new/revised

initiatives, operational policy and business practices.

4. Review more complex queries and complaints relating to vehicle registration matters as well as MVR’s information search

functions and recommend suitable options for consideration by the delegate.

5. Prepare a range of high-level correspondence including ministerial, briefings, reports and publications.

6. Effectively manage and deliver assigned projects under the guidance of the Manager Vehicle Registration.

7. Actively participate in a team environment, contributing innovative ideas and solutions to all aspects of the MVR business and

with a particular focus on vehicle registration.

Selection criteria

Essential

1. Demonstrated high level oral and written communication skills, with the capacity to provide sound regulatory advice and

present ideas clearly and succinctly.

2. Strong negotiation, interpersonal and analytical skills with a demonstrated ability with providing quality customer service in a

regulatory environment.

3. Working knowledge of, and experience in, policy development within a legislative framework, including the ability to research

complex matters, provide cost benefit analysis, evaluate options and prepare high level reports to senior management.

4. Proven ability to manage competing projects and priorities with minimal supervision and complete tasks within required

timeframes.

5. High level of adaptability and flexibility, including dealing with change in a customer-centric environment of continuous

improvement.

6. Ability to effectively liaise, consult and collaborate with internal and external stakeholders from diverse cultural and socio-

economic backgrounds on existing policy and vehicle registration initiatives.

Desirable

1. Working knowledge of vehicle registration policy as it applies in the NT and/or experience in policy development in a

State/Territory Road transport authority.
