Primary objective

To manage and facilitate effective regulation of the Petroleum Act 1+84, Petroleum (Submerged Lands) Act 1+81 , Energy

Pipelines Act 1+81, and Geothermal Energy Act 200+ (collectively ‘the Energy Legislation’ in the Northern Territory) .

Key duties and responsibilities

1. In conjunction with departmental regulatory staff, manage the implementation and continuous improvement of the

regulatory framework, including monitoring and compliance policies, programs, procedures and reporting mechanisms.

2. Support investigations into suspected breaches of the law by providing expert advice to the skilled professional,

technical, and administrative staff who manage the statutory requirements established by the Energy Legislation.

3. Drive change management initiatives that will support the practical delivery of recent legislative amendments and the

continual improvement of the regulatory framework.

4. Support the delivery of regulatory activities that will promote, facilitate, and assess compliance with the Energy

Legislation, to ensure that relevant objectives of the legislation are being met.

5. Support inspectors and authorised officers to administer their functions and powers as prescribed by the Energy

Legislation, including the conducting of robust investigations.

6. Provide advice to the Director Regulatory Compliance and Senior Executive on a risk-based approach to non-compliance

including use of enforcement tools and sanctions.

Selection criteria

Essential

1. Tertiary degree in law or a field relevant to the position.

2. Proven ability to interpret and apply legislation and procedures to achieve outcomes.

3. Demonstrated experience in the regulation of a highly technical industry, including the delivery of specialist legislative

guidance to operational staff or senior management.

4. Demonstrated application of high-level research, analytical and problem-solving skills for the development of strategies

and/or policies.

5. Highly developed written and oral communication skills, with demonstrated experience in preparing briefings, reports,

and correspondence on complex matters.

6. Advanced interpersonal skills and experience in working effectively with a range of internal and external stakeholders.

7. Ability to work independently and collaboratively across multi-disciplinary teams.

8. Experience in equivalent roles that required high standards of accountability, ethics, and integrity.

Desirable

1. Experience in preparing and reviewing briefs of evidence and instructing counsel.

2. Certificate IV in Government Investigations

3. A working knowledge of legislation as it relates to petroleum and geothermal energy.
