This position has a typical 2024 salary range of $103,40+ - $134,435 (includes locality).

QUALIFICATIONS/REQUIREMETS:

The primary purpose of this position is to exercise second-level supervisory and managerial authorities over the AF Installation and Mission Support Center (AFIMSC) Travel Pay Processing Branch, Ellsworth AFB, South Dakota. You will serve as on-site Subject Matter Expert (SME) for Air Force Installation and Mission Support Center (AFIMSC), Financial Services Division and exercise first/second level supervisory and managerial authorities over assigned Travel Review or Travel Computation Team. Manages, leads, and directs programs encompassing all financial-related functional areas (budget, systems, military pay, active duty and reserve travel entitlements not paid in the Defense Travel System (DTS), civilian permanent change of station, debts management, disbursing, remissions, and quality assurance supporting over 500,000 Airmen serving worldwide.

SUPERVISORY CONTROLS: The supervisor provides broad policy guidance on objectives and priorities, assigns area of responsibility, and is available for consultation when controversies arise. The employee independently exercises initiative, judgment, resourcefulness, knowledge, and creativity in accomplishing assigned functions. Incumbent plans, organizes, and directs the work of subordinates to achieve Travel Pay Processing Branch goals and objectives with minimal guidance or direction. Keeps leadership apprised of status of program and advises of potential problems, when identified. Work is reviewed in terms of overall mission achievement and attainment of organization goals.

• Must be able to obtain and maintain an appropriate security clearance.

• May be required to travel by military or commercial air in the performance of TDY.

• May be required to work overtime.

• A Bachelor’s Degree in Business Administration, Economics, Finance, Accounting or other related field is desirable. An advance degree in a business-related field is highly desirable.

• This is a Financial Management Level 2 certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 15++d. Incumbent shall comply with the requirements of this certification program.

• Plans, organizes, and oversees the activities of AFIMSC/AFFSC Travel Pay Processing.

• Exercises supervisory personnel management responsibilities.

• Represents the organization and interacts with a variety of DoD, AF, MAJCOM, installation, and functional area organizations.

• Serves as the AFIMSC senior financial manager for Travel Pay Processing, in addition being the intermediate supervisor.

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):

• Comprehensive knowledge of financial management, audit, budget analysis, and accounting methods, practices, procedures, regulations, policies, and processes.

• Knowledge of automated finance and accounting systems to execute and assess impact of travel pay processing and accounting; knowledge of DoD, OPM, AF, AFRC, SAF/FM, SAF/MR, AFMC, and AFIMSC goals and objectives as they pertain to travel pay voucher processing. and personnel programs as related to workforce management and hiring.

• Knowledge of personnel, EEO, safety and security regulations, practices and procedures.

• Ability to plan, organize, mentor, inspire, guide, motivate, and appraise the staff of an organization through subordinate supervisors.

• Ability to analyze, plan, and adjust work operations of one or more sections to meet program requirements and objectives within available resources; ability to manage several projects simultaneously.

• Ability to communicate both verbally and in writing.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading or coordinating the analysis of financial data or reports to identify program funding or the financial condition, trends, or problems of an organization.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
