Business Function Group Technology and Operations (T&O) enables and empowers the bank with an efficient, nimble and resilient infrastructure through a strategic focus on productivity, quality & control, technology, people capability and innovation. In Group T&O, we manage the majority of the Bank's operational processes and inspire to delight our business partners through our multiple banking delivery channels. Job Purpose The role entails primary responsibility for Procurement of Products and Services for the bank while ensuring – Compliance & Governance in line with Group Procurement Policy – Sourcing Guidelines and deliver cost efficiencies for all procurement mandates. Key Accountabilities This role will directly report to the Head of Procurement and be a strategic partner to drive cost management, process improvement and procurement transformation. She/He will Learn / Un-Learn / Re-Learn the existing system and process within the Procurement. Drive synergies in Procurement domain which is worth 100 Million SGD Job Duties and Responsibilites Have strong domain knowledge of Cost Models in the area of NON-IT Procurement under below categories • Corporate Real Estate and Administration - Facility Management, Security Services Branch Banking – Infrastructure – CAPEX, OPEX, Branch Fit Outs. • Business & Professional Services which mainly includes – financial services, manpower services, storage archival, Courier Services – any other adhoc services • Marketing and Promotional – Goods and Services • Travel Spends Management – Hotels, Airlines, Car Rentals • Stationery management services • Develop and communicate a procurement business plan, establish, communicate and implement long term goals for the department in order to promote cost effectiveness and efficiency. • Drive and Own Central Contract Management function for the entire bank • Drive Data Driven Operating Model for Procurement of NON-IT Goods and Services for the Bank • Have Strong exposure in working on a P2P (Procure to Pay) platform – COUPA / ARIBA. • Source, Engage, Create reliable suppliers and vendors • Drive Supplier Relationship Management Program for smooth supplies • Contribute to overall business strategy and annual budget process • Negotiate with the external vendors to secure advantageous terms • Act as the bridge / conduit between the services providers and business teams • Spearhead the vendor management program to ensure smooth governance and high operational efficiencies • Ensure early engagement with all levels of management within the bank to determine needs, develop strategies and plan and provide procurement sources in support of those needs • Development of benchmarks and scorecards to be used for continuous improvements • Build Robust MIS process to identify the spends penetration and cost efficiency opportunities • Perform Risk Assessment on potential contracts and agreements Experience 10-15 years of experience in customer experience, Operations, Marketing Education / Preferred Qualifications Bachelor's Degree in engineering from a recognised University and MBA in Marketing/Finance domain would be an added advantage.
