PURPOSE:
Under immediate supervision (Transit Mechanic I) or general supervision (Transit Mechanic II) of the Transit Maintenance Manager, performs maintenance on Fresno County Rural Transit Agency (FCRTA) fleet. Diagnoses mechanical malfunctions and conducts routine preventative maintenance checks and/or repairs. Maintains service records and assists with driver training.
DISTINGUISHING CHARACTERISTICS
Transit Mechanic I– This is the entry level class in the Transit Mechanic series. This class is distinguished from the Transit Mechanic II in that incumbents of this class are under close supervision and perform more routine maintenance duties while learning City policies, procedures and specific methods for performance of the full range of transit mechanic work.
Transit Mechanic II– This journey level class within the Transit Mechanic series. Employees within this class are distinguished from Transit Mechanic I by the greater independence with which an incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance and are fully competent to independently perform the full range of responsible and difficult maintenance and inspection, exercises independent judgment and makes sound recommendations.
Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Transit Mechanic I, or, when filled from the outside, require prior transit mechanic experience. Appointment to the higher class requires that the employee be performing the full range of duties assigned to the class.
SUPERVISION RECEIVED AND EXERCISED:
Transit Mechanic I- Exercises no supervision.
Transit Mechanic II– May provide guidance to less experienced transit mechanic staff.
SUPERVISION RECEIVED AND EXERCISED:
Under the general supervision of the Transit Maintenance Manager, or designee, is responsible for the maintenance and repair of all of the Fresno County Rural Transit Agency (FCRTA) vehicles. This position is expected to exercise independent judgment and initiative in the performance of assignments.
ESSENTIAL FUNCTIONS STATEMENT:Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees may perform the essential functions of the job.
Essential Functions (Illustrative Only):
• Performs repairs on ignition systems, fuel systems, brake systems, steering and suspension systems or components.
• Adjusts, repairs, fits, grinds, and overhauls.
• Diagnoses equipment/vehicle malfunctions and performs prevention maintenance checks.
• Drives Fresno County Rural Transit Agency-owned commercial vehicles for service, repair testing, and emergency calls to drivers.
• Assists in driver training.
• Assists in developing bid specification for vehicle supplies and equipment
• Maintains service records.
• Provides and uses his/her personal hand tools to perform standard maintenance repairs.
• Works evenings and weekends as required.
• Performs other duties as assigned.
QUALIFICATIONS / REQUIREMENTS:
Knowledge of:
• General knowledge of English and math
• * Specialized knowledge of methods, materials, tools, equipment and techniques used in the repair and maintenance of light and medium duty automotive equipment.
• Specialized knowledge of occupational hazards and safety precautions of the trade,
• Effective written and verbal communication skills.
Ability to:
• Diagnose malfunctions and making repairs to engine, fuel system, hydraulics, air brakes, ignition, electrical, cooling system, transmission, and differential
• Use and operate tools, machinery and specialized equipment engaged in automotive repair.
• Keep and maintain clear and accurate records.
• Solve problems by troubleshooting, diagnosing mechanical, hydraulic, electrical and electronic problems in equipment.
• Effectively and efficiently deal with time constraints.
• Communicate effectively both orally and in writing.
• Work non-traditional hours and days to meet the needs of this position.
RESOURCES, INCLUDING MONEY, EQUIPMENT, MATERIAL AND RECORDS
All motorized equipment operated by the FCRTA; automotive tools and equipment; materials and supplies; records and logs needed to verify compliance with state rules and regulations. Employee (not City) is responsible for providing personal hand tools to perform the essential functions and duties of this position.
REQUIREMENTS:
Education and Experience:
Equivalent to the completion of the twelfth (12th) grade with at least one (1) year of experience as a mechanic repairing automotive and/or heavy equipment.
Experience in the following Automotive Service Excellence (ASE) categories are required: Suspension and Steering, Automotive and Brakes; Heater and Air Conditioner; Engine Repair; Engine Performance; other ASE certificates may be considered and substituted for above categories upon management review.
Licenses and Certifications:
• Possession of a valid California Driver’s License and good driving record required.
• Ability to obtain a California Class B driver’s license within six (6) months of hire.
• Possession of a valid California Class B driver’s license is preferred.
SPECIAL REQUIREMENTS
Within thirty (30) days of appointment, a valid Commercial Instructional Permit must be obtained. Within six (6) months of appointment, a valid Commercial Class B California Driver’s License with required endorsements and without air brake restriction must be obtained and maintained.
Within twelve (12) months of appointment, must obtain three (3) valid certifications issued by the National Institute for Automotive Service Excellence (ASE) in the following components:
