Primary objective
Lead and manage project facilitation and de-risking activities including evidence-based research, strategic thinking and problem solving
and high-level engagement for the Adelaide River Off-stream Water Storage (AROWS) project and broader Darwin Region Water Supply
Infrastructure Program (DRWSIP).
Context statement
Infrastructure NT, the Northern Territory’s infrastructure body, undertakes strategic infrastructure planning and development that co-
ordinates and aligns infrastructure needs with economic and population growth, and delivers nationally significant infrastructure projects.
The AROWS project is unique and innovative major water infrastructure project that can deliver complementary outcomes of water
availability and environmental sustainability on a scale not seen anywhere else in Australia.
Key duties and responsibilities
1. Identify and resolve complex project planning, policy, and legislative issues to ensure the timely delivery of strategic infrastructure.
2. Provide comprehensive strategic and practical advice on a range of complex matters to inform government decision-making and
facilitate strategic infrastructure delivery.
3. Establish and maintain productive and solution-focused relationships with a wide range of stakeholders across the department, other
government agencies, industry and business including responsibility for developing and maintaining stakeholder engagement
strategies.
4. Lead a project team, which includes ensuring water supply and/or other key infrastructure enablers do not constrain economic
growth, through meaningful collaboration and consultation, research, critical thinking, and problem solving.
Selection criteria
Essential
1. Demonstrated experience in high level research, project planning and development, and delivering clear and considered advice to
complex issues for major infrastructure projects.
2. Demonstrated experience in providing high-quality strategic and practical advice on a range of complex matters (i.e. commercial,
economic, tenure, environmental, engagement etc.) in a well-articulated and evidence-based format, with a specific focus on
infrastructure development.
3. Exceptional interpersonal and communication skills, with a demonstrated ability to collaborate and consult with stakeholders including
traditional owners, custodians, and other aboriginal stakeholders, and influence strategic outcomes, including the development and
management of stakeholder and communications strategies.
4. Exceptional written skills and attention to detail, with demonstrated experience preparing advice, policies, and papers, on complex
and potentially sensitive subject matters.
5. Highly developed organisational, supervisory and project management skills, with demonstrated high level judgement in responding
to changing situations, setting priorities, meeting deadlines, and producing work of a high standard.
6. Demonstrated understanding of Northern Territory and national business, industry and economic development trends and
opportunities, including the political environment, and the ability to translate this into meaningful advice.
Desirable
1. Tertiary qualifications in economics, business, public policy, project development or other relevant disciplines.
2. Experience with large scale infrastructure projects.
