The opportunity we have available
The Commonwealth, as represented by the Department of Infrastructure, Transport, Regional Development, Communications and Arts (the Department) is responsible to support Industry and the department in the implementation of Road Vehicle Standards Act 2018(RVSA) and New Vehicle Efficiency Standard (NVES) legislation.
You will work closely with other teams within the Department to deliver under the Projects and Sustainment of IT systems and deliver high quality services for the Department and Industry stakeholders.
You will be expected to:
Lead the identification of business and stakeholder requirements through consultation with business stakeholders and SMEs, customers, and external stakeholders, formal analysis, and assessment of needs.
Work in an agile environment to deliver digital projects through Microsoft Power platform
Facilitate workshops to gather, inform, socialise, and gain acceptance of business analysis deliverables, ensuring that these are well understood and agreed by all relevant stakeholders and the delivery teams.
Deliver business analysis artefacts, including requirements specifications (e.g., requirement statements, User Stories & Acceptance Criteria, Use Cases, and Non-functional Requirements), process and data models, in accordance with the framework and methodology applicable to the specific project/work stream.
Accountable for facilitating sprint planning and backlog refinement sessions, as well as helping to ensure that the development team clearly understands the user stories they are working on.
Contribute to the preparation of User Acceptance Testing (UAT) plans and scripts and supporting the business representatives in the conducting of their UAT.
Build and maintain key relationships with users, technical staff, and stakeholders to determine and resolve issues and respond to strategic workforce needs.
Our preference is for candidates to be located in Canberra, however we want to recruit the best people to our department and support flexible work arrangements, including the opportunity to work remotely from one of our many offices across Australia, or via home-based work or hybrid working (mix of home-based work and in-office work).

Who are we looking for?
We are looking for a self-motivated, experienced IT professional with extensive knowledge and experience across a wide range of enterprise IT systems and technology. A self-starter capable of working with limited oversight who can achieve beneficial outcomes and achieve results.
The successful candidate(s) will have skills and experience, or demonstrate experience in the following areas:
Demonstrated Skills:
A track record of success as a senior or lead Business Analyst (BA)
Expertise in analysis of existing systems, applications, and functions to ensure strategic business objectives are met.
Experience providing business analysis estimates, ability to elicit and document relevant stakeholder and solution requirements to inform Project and BAU planning.
Proven ability to create, stock, groom and prioritise a product backlog while establishing user stories that represent the overall scope of the project.
Proven ability to document requirements as functional specifications for service design, market approaches or other needs.
Experience with issues, risks and benefits of existing and proposed solutions and outlining business impacts.
Work collaboratively with organisational or professional Business Analysis Communities of Practice to establish best practice methods and techniques, and consult on selection of supporting products and tools.
Desirable Skills:
Evaluating complex information from a variety of sources to make connections and sound decisions.
Ability to work with a high level of autonomy, resolve issues and deliver quality outcomes under broad direction.
Ability to undertake complex analysis, interpret ambiguous or incomplete information and apply sound judgement factoring in risks and context when forming conclusions on a course of action.
Tertiary qualifications in an IT discipline, relevant industry certifications (BABOK) or demonstrated industry experience will be highly regarded.

Employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts is subject to conditions prescribed within the Public Service Act 1+++ including:
Citizenship: To be eligible for employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts applicants must be an Australian citizen at the time of submitting your application.
Health Assessment: the preferred candidate may be required to undergo a medical examination conducted by the department’s preferred medical provider.
Security Clearance: the successful candidate must be able to obtain and/or maintain a security clearance at Baseline Vetting. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances.
