Primary objective

To provide expert environmental advice in addressing strategic environmental issues and securing environmental approvals

required to support the development of infrastructure to sustainably grow the NT for Territorians.

Context Statement

Infrastructure NT, the Northern Territory’s infrastructure body, undertakes strategic infrastructure planning and development that

co-ordinates and aligns infrastructure needs with economic and population growth, and delivers nationally significant infrastructure

projects.

Key duties and responsibilities

1. Provide advice on matters relating to avoidance and/or management of potential impacts of strategic development in terms

of requirements under NT and Commonwealth environment legislation.

2. In conjunction with the Department of Environment, Parks and Water Security, the NT Environmental Protection Agency and

the Commonwealth Department of the Environment, Parks and Water Security, contribute to developing strategies and

solutions to address local and regional environmental issues associated with infrastructure development, including

consideration of a strategic environmental assessment or other environmental strategies as appropriate.

3. Assist with developing and maintaining collaborative partnerships with key internal and external stakeholders including an

interagency Technical Working Group.

4. Support senior management through preparation of work scopes and briefs for studies and investigations to enable tendering

of project packages to consultants.

5. Manage and monitor the performance of consultants to achieve timely completion and quality of deliverables.

6. Provide environmental advice to inform master planning of the Middle Arm peninsula.

7. Contribute to preparation of cost estimates to inform a business case for environment requirements including options as

appropriate.

Selection criteria

Essential

1. A tertiary qualification in environmental science, environmental management or similar/relevant field.

2. Demonstrated experience in the field of environmental management, impact assessment and approvals, and/or strategic

planning and/or offsetting, including the preparation of environmental impact statements.

3. Extensive experience and knowledge of practical environmental management including conservation / remediation measures

their applications, implementation and durability.

4. Extensive ability to provide specialist professional environment advice to a range of stakeholders including, Senior

Management, Project Managers, regions and other government agencies displaying a logical and systems-based approach to

thinking and working.

5. Demonstrated high level written and oral communication skills with the ability to consult, negotiate and liaise with a diverse

group of stakeholders and provide concise and accurate reports, briefings and executive submissions.

6. Demonstrated resilience and consistency in meeting timeframes in an environment of competing priorities.

Desirable

1. Previous experience in environmental management of proposed developments in Darwin Harbour.

2. Knowledge of NT and Commonwealth environmental legislation and policies.

Darwin Region Water Supply Program including the Adelaide River Off-stream Water Storage (AROWS) project.

Context Statement

that co-ordinates and aligns infrastructure needs with economic and population growth, and delivers nationally significant

infrastructure projects.

Key duties and responsibilities

1. Provide expert advice on matters relating to management of terrestrial and aquatic impacts of the proposed AROWS

development in terms of requirements under NT and Commonwealth legislation.

2. In conjunction with the Department of Environment and Natural Resources, the NT Environmental Protection Agency and

the Commonwealth Department of the Environment, develop environmental management strategies and solutions to

address environmental issues including impacts of water extraction in aquatic environments and best practice catchment

management.

3. Develop and maintain collaborative partnerships with key internal and external stakeholders including an interagency

Technical Working Group.

4. Provide critical analysis and advice to senior management.

5. Prepare work scopes and briefs for studies and investigations to enable tendering of project packages to consultants.

6. Manage and monitor the performance of consultants to achieve timely completion and quality of deliverables.

7. Provide environmental advice to inform concept design of the AROWS project.

8. Manage the process of obtaining environmental approvals for the NTG works at AROWS.

+. Manage the development of strategies to meet environmental and water quality requirements, including development of

offset and relocation and catchment management strategies as appropriate.

10. Manage preparation of cost estimates to inform a business case for environment requirements including options as

appropriate.

Selection criteria

Essential

1. Demonstrated high-level experience in the field of environmental management.

2. Proven ability to make sound decisions within strict deadlines.

3. Demonstrated ability to deliver a complex work program with the capacity to adapt to changing priorities.

4. Demonstrated high level written and oral communication skills with the ability to consult, negotiate and liaise with a diverse

5. Demonstrated resilience and consistency in meeting timeframes in an environment of competing priorities.

6. A Bachelor or higher degree in environmental science from a recognised Australian tertiary institution or equivalent discipline.

Desirable

1. Previous experience in environmental, catchment and water quality management of proposed water storage/supply projects.

2. Knowledge of NTG environmental legislation and policies.

3. A working knowledge of Federal environmental legislation.
