CLBC is seeking an Manager, Organizational Development and Change to lead strategies that enhance organizational effectiveness, support change initiatives, and strengthen alignment between People and Culture programs and strategic goals. Reporting to the Director, People Development, this role plays a central part in helping CLBC adapt to evolving needs while fostering a high-performing, inclusive, and engaged workplace culture.

This role is ideal for someone who thrives on collaboration, strategic thinking, and building systems that enable people and teams to do their best work. You'll lead a small team, partner across departments, and drive initiatives that support growth, resilience, and continuous improvement.

Key Responsibilities:

Lead the design and implementation of organizational development strategies aligned with CLBC's People Strategy and overall goals
Guide employee engagement initiatives and talent practices including leadership development, performance management, succession planning, and coaching
Analyze organizational effectiveness, recommend targeted interventions, and apply inclusive practices to strengthen employee experience
Oversee change management frameworks, lead major change initiatives, and support teams through organizational transitions
Collaborate with partners across CLBC to ensure OD and change initiatives are integrated and support strategic business needs
Establish KPIs and measurement frameworks to track progress, assess impact, and inform continuous improvement
Provide internal consulting to leaders on OD and change best practices, including facilitation, training, and systems thinking
Supervise and coach a team of OD and change specialists, offering leadership, feedback, and support for development

What you will bring:

A bachelor's degree in human resources, organizational development, business administration, or a related field (a master's degree is an asset)
At least 5 years of experience in organizational development and/or change management, including 2 years in a consulting or leadership role
Proven experience leading organizational change, working with senior leaders, and managing complex talent and transformation initiatives
Experience with talent management programs such as leadership development, succession planning, and employee engagement
Familiarity with evaluation methodologies and performance metrics to assess organizational health and initiative impact

We're also looking for:

Prosci (ADKAR) certification is highly desirable; coaching and/or Insights certifications are an asset
Strong project management skills and the ability to manage multiple initiatives across departments
Excellent communication and facilitation skills, with the ability to engage and influence at all levels of the organization
A strategic mindset with the ability to use data and feedback to drive decision-making
A collaborative, inclusive approach to building culture and supporting change
