Maximus is currently hiring for a Quality Assurance Nurse Specialist to support our CYES program! This is a full time position that is temporarily remote and located in the state of New York.

Maximus has partnered with the New York State Department of Health to establish the Children and Youth Evaluation Service (CYES) program to determine whether a child or youth is eligible for home and community-based services (HCBS) covered by Medicaid. CYES makes eligibility determinations primarily for children and youth aged 0-21 years who have been identified as being Medically Fragile (MDF) or having a Serious Emotional Disturbance (SED). CYES Nurse Evaluators conduct conflict-free evaluations of these children and youth to assess their needs for HCBS and develop person-centered plans of care. CYES Family Support Coordinators provide coordination and referral services and assist HCBS-eligible children or youth to apply for Medicaid.

This position applies the practices and procedures developed for the CYES QA Department to help maintain an effective quality assurance program. The Quality Assurance Nurse Specialist will provide both quality assurance and education to community-based Nurse Evaluators who are working to assess and support families who have children with identified behavioral health/psychiatric issues. The QANS will monitor and support the completion of high quality CANS-NY assessments and family-driven Plans of Care that are focused on supporting access to Home and Community Based Services. The specialist will conduct peer reviews and simultaneously identify trends to support the provision of additional education (1:1 and in larger group settings) to ensure high quality standards for service delivery.

Education and Experience Requirements

Primary Responsibilties:
• Collect data related to assessments and assessment outcomes
• Examine cases at random for completeness, accuracy and consistency
• Examine data for outliers and researches such cases
• Develop/complete reports that track and trend activities/outcomes
• Analyze CANS recommended scores in relation to Nurse Evaluator determinations
• Act as an advisor to staff on all QA and Compliance issues related to the CYES
• Investigate and document complaints
• Participate in and prepare for consumer conferences
• Attend Fair Hearing cases and prepare case packets, as required
• Participate in the development of project goals and objectives, and monitoring achievement of those goals
• Collaborate with the QA Supervisor and Sr. Manager - QA and Training to develop an effective quality monitoring program
• Develop and teach training modules for C-YES educational activities including Nurse Evaluator Orientation and ongoing C-YES In-Services
• Implement enhancements to the C-YES orientation and educational activities based on updates provided by HCS/CANS and CYES QA data
• Meet all standards established for this position as outlined in the corresponding annual performance criteria and bonus template for this position
• Perform other duties as may be assigned by the QA Supervisor and Sr. Manager - QA and Training

Minimum Requirements :
• Graduate of an accredited nursing program
• Active RN licensure in the state of New York
• Active New York State ID
• 2+ years of related RN experience
• Ability to travel as needed
• Ability to work with technology in the workplace including proficiency with Microsoft Office products
• Knowledge of the theory, principles, and practices of general professional nursing
• Knowledge of state and agency laws and regulations governing general professional nursing practices
• Excellent organizational, interpersonal, written, and verbal communication skills
• Ability to communicate and work effectively with multi- generational consumers
• Ability to demonstrate sensitivity to the concerns of others
• Ability to perform comfortably in a fast-paced, deadline-oriented work environment
• Ability to successfully execute many complex tasks simultaneously
• Strong ability to work independently
• Ability to provide effective training in group or 1:1 setting

Preferred Requirements:
• Bachelor's Degree in Nursing or Health Care Management from an accredited college or university
• 2+ years previous work experience in Quality and/or Risk Management in a hospital or community setting; conducting peer reviews. work experience with the UAS-CANS-NY; behavioral health and pediatric nursing. Work experience providing education and QA training.
• Bilingual in either Spanish, Russian, Haitian-Creole, Mandarin, Cantonese or Bengali

Pay Transparency

Maximus compensation is based on various factors including but not limited to a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards.
