Knowledge of policies and regulations, the alternate resource program, and ability to interpret provisions of the program. Ability to ensure the PRC program is in compliance with all regulations, laws and guidance. Experience approving/disapproving funding requests, obligations, expenditures on the basis of interpretation of regulations, policies, and status of funding. Experience reconciling program accounts from month to month to ensure facility and programs stay within their spending plans. Reviews and evaluation of facility and program operations to determine progress, conformity to program requirements and identifies deficiencies and problems affecting costs and delivery of services. Experience in overseeing employees, recommending corrective actions, working with staff to resolve problems and achieve compliance with policies. Distributing workload, reviewing work products and assures effective and timely internal and external reporting. Researches and analyzes and prepares correspondences such as Congressional and tribal inquires, working with Federal facilities, tribal entities, and the private sector. Responsible for the inspection, redaction, and reproduction of digital recordings of video and audio pertaining to law enforcement investigations, as well as requests for any information or copies of recordings.
Essential Functions
Under general supervision, inspects, redacts, and reproduces digital recordings of video and audio pertaining to law enforcement investigations. Prepares and presents reports, and provides expert testimony related to same.
• Reviews digital recordings for redaction and dissemination in compliance with Department Policies, the Maryland Public Information Act, and other applicable laws.
• Uses web-based software to redact digital recordings, including clipping, bluring, masking, and muting, for public reproduction requests.
• Conducts audits and inspections of stored recordings and related metadata as directed by supervision.
• Provides expert testimony in courts regarding the digital recording system and chain of custody.
Examples of Other Duties
• Trains and instructs other employees.
• Provides advice and guidance regarding redaction and reproduction of digital recordings.
• Gives presentations to community groups.
• Attends and participates in seminars and conferences.
• Performs other related duties as required.

Each position may not be required to perform all of the essential job functions listed.)A minimum of 60 college credits in computer science, information technology, visual or graphic arts, behavioral sciences, or a related field.

Two (2) years' work experience in a professional environment working with photo and/or video imaging processing equipment; or professional employment within a Public Safety or Law Enforcement organization.
Additional experience may be substituted on a year-for-year basis for the required education or education may be substituted on a year-for-year basis for the required experience.
Preferred Qualifications
Possession of a bachelor's degree in computer science, information technology, visual or graphic arts, behavioral sciences, or a related field. Professional experience processing law enforcement digital forensic evidence.
Knowledge, Skills, and Abilities (Entry Level)
• Thorough knowledge of computers and associated hardware and peripheral devices.
• Thorough knowledge of computer software and operating systems.
• Thorough knowledge of the principles and practices of electronic data storage, data encryption, and computer system security.
• Thorough knowledge of the methods and techniques used to access, recover, review, validate, and preserve digital recordings.
• Skill in the operation of computer systems and associated hardware devices.
• Skill in editing digital recordings for visual and audible redacts.
• Skill in use of computer software packages.
• Ability to apply laws and policies to redaction and reproduction processes for digital recordings.
• Ability to prepare and present chain of custody audit reports.
• Ability to provide expert testimony.
• Ability to train and instruct others in redaction and reproduction.
Character Requirements
All applicants must be of good moral character and emotionally stable, as determined by a comprehensive background investigation, polygraph examination, and drug test.
Licenses and Certificates
Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
The work of this classification requires walking and standing, moderate lifting and carrying of equipment and evidence, and travel between work sites.
Employees in classification may be assigned to a work shift which includes nights, evenings, weekend, and/or holidays. Employees in this classification are subject to call to duty in emergencies, and may be required to work overtime as needed.
Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
